    I feel like you've kind of answered your own question here. If a role-playing game doesn't clearly teach you about itself, it's not a good game.
     
    There are clearly people here who enjoy it. My own experience is that it's an extremely opinionated game, and you will enjoy it to the extent you agree with those opinions. I personally don't, but that's me.
     
    Hopefully it will gel a little more for you after more reading.

    Roll20 sheets are specific to that platform. However, I also created a Google Docs sheet, and others elaborated on that or came up with their own versions. You can see some of those here:

    I don't know who all is on Roll20, but I wrote the Champions Now sheet support for it, and that's live now. There's still a couple bugs that will be fixed once they refresh next Tuesday, but anyone playing on that platform in the free tier should be able to create characters this way.

    If the game ever spreads beyond a niche market, it is only the intentions expressed in the text that will be available to most of its players.

    So, Hawkeye's quiver of trick arrows is right out. Can't say I'm thrilled with this interpretation.
     
    I guess I understand now why he chose to call that framework Multiform rather than Multipower. It wasn't just changing names for the sake of change after all.
     
    Is it just.me, or does it seem like this system gets more restrictive the more questions we ask about it?

    Well, for grins, I took astral's sheet and did a few things.  Note that it's now an ODS file;  I did it in LibreOffice, but OpenOffice should work fine too.  They're both free.  It probably should import into Excel too, and probably Sheets, altho you'll maybe have to tweak things.
     
    --reorganized, hopefully with plenty of room for power and situation descriptions
    --second sheet for an expanded powers spec...the power, the adders, advantages, limitations.  Cost fields for each, and it will do the final CP cost for you.
    (Power Cost + Adder Cost) * (1 + Total Adv) / (1 + Total Lim)
    --I set it up for 14 powers and situations.  Obviously, a second page for more powers/specs wouldn't be hard to incorporate.  ECs and Multipowers...I'd include the framework as a power on its own line, then just format the text for the powers contained therein.  Or, work on some additional pages.  Don't forget to include those in the Powers total cost summary field.
     
    Threw in some notes as well.  It's printable for me...I set the margins and tweaked the sizes so the Summary is 1 page, and the Powers Details is 1 page.  YMMV.

    I had not considered the design considerations for growing the character. I can see that a multiform slot would be a faster way to add something new.
     
    Let me unpack my thinking, not as a defense, but so you can follow the logic even if it would not be your preference. The changes were in response to two new rules about MF, ie it takes a half phase to reallocate the slots and the only limitations that reduce cost must apply to all slots. Because one power was flight limited as superleap and another was a clinging effect, the limitation on the superleap slot would have been worth nothing. Also, I made a call thinking that an EC would allow use of both modes of movement in a single phase without having to spend half a phase to shift.
     
     
     
    I thought I was the only one who avoided the VPP in order to keep the character easy to handle in play! As GM or player I don't want to be trying to formulate a power under pressure during play. I solve this by spending extra preparation time creating a list of options -- and this has its downside of requiring more prep.
     
    Another factor you mention is the "fuzziness" of the VPP. I think this framework puts a lot of responsibility on the player and GM to define and apply the conceptual limitations of the pool's special effect If one runs fast and loose with the special effect, the character of the pool feels more like an excuse than a fictional element..
