writers tend to put their heroes in city the writers are familar with if they don'tuse fictitious cities the best example is the original marvel bullpen when marvel started doing super heroes all their writers and artist all lived in the new york area and since stan lee wanted to use REALcities to base his heroes he chose new york for convieniece when arists living elsewhere were hired their cities where written into stories

In addition to the Cheap 1-pt Martial Arts there was an Everyman Martial Arts (or somesuch) floating around on the boards (in some previous incarnation) that had a list of 0-pt martial maneuvers. I can't find it at the moment but know it's around somewhere.lucha ibre HERO's equvilent was everyman lucha perhaps you can build from that
