    Interesting, yes. You lost me at Lovecraftian, which I consider to be the "twin-scimitar-swinging-good-aligned-dark-elf trope" for GMs - that is, trite, overused, and abusively powered.

    One of the characters is asked to agree to be body-sculpted and DNA-imprinted temporarily into the image of a planetary leader at risk of assassination (with the other characters being bodyguards for the assignment), only to discover that the planet is on the verge of all-out revolution and the President has emptied the treasury and left the character behind to give himself a head start.

     

    No clue.

    To start with, NCM does not exist in a superheroic campaign except as an optional Disadvantage. This is RAW; local campaigns can (and do) vary.

     

    Second, in the CU, SPD 2-3 is Skilled, SPD 4-5 is Competent, SPD 6-7 is Legendary, and SPD 8+ is Superhuman. (CU, p. 28) Obviously, a super could have SPD in the Competent range, but a non-super could have SPD in the Legendary range, so there is some overlap. Again, local campaigns can (and do) vary, but this is the official standard for the CU.

    THE MUNCHKIN: "It's got a second barrel underneath the barrel for the bullets, and it fires a shotgun shell! I bet the other guys would never see that coming! One shot and BLAMMO! The guy goes down!"

     

    THE GM: "You do realize that you have to disassemble the gun to reload it, don't you?"

     

    THE MUNCHKIN: "Disassemble it? Why? Is it broken?"

     

    Nothing a decently competent gadgeteer couldn't fix.

    Not entirely. Teleios has granted a number of people superhuman powers when his plans or whims led him to do so. He gave powers to Flashover (now of the Justice Squadron) and her brother Hurricane, in exchange for unspecified "favors."

     

    Moreover, one of Teleios's main sources of income is supplying genetic creations to villains or agencies, like his cloned soldiers or the monstrous Obelisque. It wouldn't be unreasonable for him to extend that service to augmenting people willing to pay handsomely enough.

     

    So not so far outside his MO, then. Just not his core business.

     

    Another possibility is Bastion Alpha Security, which uses a secret "Bastion Process" to physically augment its field personnel to low-superhuman levels... although this is only done for employees.

    Good. This just went on my "once-I-have-a-job-again" shopping list. I've never been all that satisfied with the way Hero has handled powered armor, so I'm looking forward to something better.

    I think the closest you're going to find in the 5e CU is ARGENT, and until Profit and Purity comes out, we don't know a whole lot about them.

     

    Teleios conceivably could, but it's a bit outside his MO. Same with Wayland Talos, who tends to deal in hardware.

     

    VIPER has tried, for internal use, with mixed results. Their most successful researcher broke away and founded COIL.

     

    The U.S. Government can (Perseus and Cyberline are currently in regular and repeated use), but that's well outside of what you're after.

    Well, in my case, it was definitely a matter of learning my own limitations first hand, rather than any significant player misbehavior.

     

    And there are also plenty of stories by GMs about how they "made the players squirm", with a tone of "that's the GMs job". *shrug* It goes both ways, and everyone is the poorer for it.

    Color me impressed.

     

    This makes me curious about Martial Maneuvers now, seeing as how all of them can be simulated with Basic Combat Maneuvers, CSL's, and Multiple Attack now.

     

    Martial maneuvers will probably be similar to what they are in 5eR - maneuvers with "built-in" OCV, DCV and damage modifiers that cost points, as opposed to Standard Maneuvers that every character can use that have lower modifiers, if any.
