Re: Flash Vs Darkness That is much more a matter of what you define as "much lower cost" personal STR is significantly cheaper than TK and will fairly easily nuteralize the TK for purposes of grab at a one to one.

Re: Flash Vs Darkness IIRC, in 4th edition Flash was based on the targets Phases, and in 5th the switch was made to Segments. This seems to be part of a trend DOJ to break duration from Speed. Yes, we can continue to find hypotheticals where the build that others have pointed out requires GM approval is more effective than an existing power. I don't beleive that this is the only case where such a build is the case. (Hmmm... Flight UAA has several advantages over Telekinesis, does that mean that Telekinesis is over priced?)

Re: Flash Vs Darkness Yes, but your target is now also harder to hit if the attacker doesn't have a special targeting sense, and anyone getting too close to the target will be blinded until they move away.

Re: Its not really a base, but... Unless, it is particularly difficult to find him there, or it has special abilities, it is a freebie as far as points go, for me. If on the other hand the character buys the Poverty Complications (negative Perk, what have you), than he doesn't even have that, and should points into something.

Re: Demon Sword Follower? Talk to the player, and make sure they are open to this idea. If they are, than I would give the PC a Hunted Complication to represent the fact that the demon is trying to subvert him.

Re: The Morality of Sending In The Clones! Honestly, I think you are a little too tied up with the idea that some how the fact that they are clones is that meaningful. First of all this only becomes identity theft, if they are claiming to be the original. In your scenario that does not seem to be the case. Your own pdf states clearly that they differ from the original, so they can not threaten his individuality any more than someone getting the same hair cut or wearing the same outfit would threaten his individuality. (Can it be creepy? Yes, but you don't always have a legal remedy against creepy.) My suggestion is take the clone aspect out of the question, what if someone had extracted 100 fetus's and treated them to the exact same process the clones went through? How would your government deal with them?
