    I generally prefer the BBB, but I know this rule hasn't changed:  an Attack Action ends the phase.  With Linking, you get to circumvent that slightly, but you're still constrained by the Active Point limit, and the Linked power isn't usable separately.

    In the particular scenario presented, the AP have to be divisible by four to avoid rounding.

    Not the way it works.  The points drained are absolute; they're split between the powers, so Character A would lose one-and-a-quarter AP (rounded to one) from each power in your scenario.

    Mmhmm.  And since separate powers are also separate attacks, they're not allowed in the same phase under the rules.  They're either linked to the attack or they don't happen.

     

    And from a game balance point of view, it's ridiculous to let a character blow off every power at once.  Not gonna happen in my game.

    My understanding is that the authors considered this to be allowed from 1st Ed, and to be so obvious it went without saying.  The Great Linked Debate shows the latter was not correct. 

     

    As to "ridiculously overpowered", if one cannot use two or more powers as a single attack, what is the benefit of buying a 12d6 Blast, a 6d6, 6 DEF Entangle and a 12d6 Flash as separate powers (180 points) rather than a Swiss Army Multipower (78 points)?  Isn't saving 102 points (a 56 2/3% discount) for no restriction on the use of those attacks ridiculously overpowered?  For that matter, what possible benefit would there be in taking those as flexible slots (96 points) rather than Fixed slots and spending an extra 23% if you can't use that to fire a 10d6 Blast + 2d6 Flash?

     

    Given the premise that spending more points provides more options, perhaps the authors were not so far off believing this was pretty obvious (especially when the rules were 64 or 80 pages and did not seek to define every minute detail).

     

    In that case, I'd rule that the powers can't be used separately, then, unless bought as completely separate powers.  Starburst's EB doesn't get to be used solely as a Flash, or as an EB, so he has to spend the END for both each time he attacks.  (And obviously there'd be two 'to hit' rolls in that scenario.)

Actinic is an alien from a far arm of the galaxy, capable of interstellar flight and the harnessing of light into destructive power.  It was Captain Terra whose computer skill allowed him to figure out a 'language' of bursts of varying frequencies of light with which they could understand each other.  Having found an intelligence with which it can communicate, it is learning what it can assimilate about the human species.  It has no concept of war as such, though it does understand violence and greed, and helps its new acquaintances in order to be able to learn more from them.  As for other intentions, who can know what motivates a completely alien being?

    (a) eight powers which are all drained whenever any one is?

    (b) two sets of four powers, with each group drained whenever any power in that group is, but not when powers in the other group are?

    The likelihood of any individual power being drained rises the more powers are Unified, yet the limitation does not. 

     

    As I noted, point values for options 2 and 3 would need to be assessed.  Maybe the limitation should be on the other powers (for being drained whenever the Inherent power would be drained).

     

    Or maybe the player should just take a Complication - "Susceptibility:  These Powers subject to negative Adjustment when a negative Adjustment targets the inherent power"

     

    Assuming that the points are set up appropriately (i.e. divisible by 4), the net effect should be the same among all three options over time.  If you're talking about a single attack, you'd get a progressively greater effect but less chance that the particular power you wanted to reduce was affected for the last two options.

    He's an NPC that I came up with in case my hero group needed temporary reinforcements, even garnered a headline or two.

     

    Also, I neglected to note that the high-roll skills were bought as INT rolls, not 11- base.  I also miscalculated on the pool cost of the first MP.  Fixed and adjusted.

    As an intern, Dr. Hank Adams spent his time treating the poor in India, foregoing a lucrative career in the States.  The father of a girl whose life Hank had saved there gave him a strange crystal which he was admonished always to keep near.  After several weeks of doing this, he noticed that the crystal warmed perceptibly when he was practicing his vocation, specifically when setting broken bones or bandaging wounds.  It was something odd that he decided he’d have to investigate, but at the time he was too busy working to give much thought to it.  Before he could get around to doing so, a powerful earthquake partially collapsed the clinic where he worked, hurting no one but he himself and his young Indian assistant.  Both were trapped under rubble, so that he couldn’t reach the boy.  In his frustration at being unable to help his ward, and paying no attention to his own injuries, he found that he could visualize the boy’s injuries, and actually mended them with his mind.  As the boy revived, Hank turned his attention to his own body, and healed himself.  By this time, rescuers had arrived and eventually freed the two from underneath the rubble.

     

    On reflection, Hank knew that there could be only one explanation for this: the crystal he was wearing.  In the time since, he hasn’t been able to discover why the crystal works, whether due to some kind of magic or a resonance between his mind and the crystal itself; he only knows that it does work, and continues to develop his understanding of the abilities it confers on him.  It quickly became apparent after he returned from his internship that there was a wider world beyond the emergency room that would benefit from his newfound skills.  Instead of continuing to work in a hospital, he decided to go into forensic medicine and start a business as a consultant, which allowed him to choose his own schedule and gave him the time to pursue his more covert activities.  He has since worked with numerous law enforcement agencies, specializing in forensic analysis and courtroom testimony, and has a reputation as a respected and reliable scientist.

     

    He enlisted the aid of an old college buddy, ‘Handy’ Hardy, who built and maintains the battle armor and support gear that Hank wears as his alter ego, Flatline.  Now he roams the streets, occasionally stopping crime but more often healing those in need.
