The wielder would not be harmed by the heat of the flames, but anyone struck by the sword would be burned in addition to getting cut. How can this be modelled in the HERO system? Then, add a no range RKA Damage Shield, only on the sword (doesn't matter how hard you swing, the fire doesn't hurt you more, and anything that touches the sword gets burned), give it Personal Immunity that also applies to the wielder, the whole 0END Continuous thing, and so on. Or simply say there's another couple DC that are fire damage, have no STR Minimum, and the wielder is Immune. Depends on how detailed you want to get.
