Slow moving Brick types will be Spd 2 or 3. Mentalists and many other character types will be Spd 3 or 4. Martial Artists and other "combat experts" would be Spd 4 or 5. Anyone SPD 6 or above should have high speed and agility as part of their character concept. (I don't like it when I see writeups of people like Cyclops with a Spd of 6. I think its ridiculous) For the record, I'd put Spidey around SPD 7. Wolverine would be SPD 6. Cap would be SPD 5 or maybe 6. Batman is SPD 5. (and Bats pays double to get to SPD 5 considering that he has Normal Characteristic Maximum) The Flash SPD 12.
