#28 CHUI URAMALI (Burundi)

Background

Known as the 'cursed leopard', Chui Uramali is a killing machine. As a young adult, Jean-Martin Banyaganakandi was involved in a brutal attack on Tutsi villagers. He reveled in the murder but did not reckon on being seen by an old Twa woman. She was close to death and had come to the edges of the forest to die. When she saw the massacre her heart filled with sadness. She saw Jean-Martin as less than human, something dark and dangerous. With the last of her spirit, the old woman cursed Jean-Martin to live a tortured life where he would be consumed by his bloodlust and eventually slain by his brother.

 

Jean-Martin became the half-man, half-leopard Chui Uramali and immediately embarked upon a killing spree. He never truly realised what had happened to him, but gradually became aware that he no longer belonged to his human village. While others may have become despondent and suicidal, Chui Uramali accepted his new life with abandon.

 

He has become an infamous bogeyman of Burundi and Rwanda, and all attempts to track and kill him have failed.

 

The old woman's curse is still active and Jean-Martin has two surviving brothers, one of whom is destined to kill Chui Uramali.

 

Personality

The man who was once Jean-Martin Banyaganakandi is now a tortured soul caught between his human past and the bestial world of animals. He does not relate well to humans, often seeing them as little more than vessels to rend and tear. Because of the curse, Chui Uramali only feels content when he has killed. He always works alone and holds no distinction between killing living creatures: human or animal, old or young, strong or weak. The killing is the only thing that satisfies him.

 

Quote

[Chui Uramali hardly ever speaks. He is a loner who does not fit within the human or animal kingdom.]

 

Powers

Chui Uramali has been cursed to live between the animal and human world. He is not truly accepted by either and is tormented by a bloodlust which spirals into a berserker rage. In human form he possesses peak human physical attributes as well as a powerful leaping ability. In leopard form he also possesses intimidating fangs and claws which rend flesh and bone easily. Because of his magical background he also has some protection against magical attacks.

 

Appearance

In human form, Chui Uramali appears as a slightly distracted man in his thirties. He has three prominent scars across his right cheek and keeps his head shaved. Although he changes clothes regularly he tends to prefer loose shirts and pants while avoiding footwear. This allows him to transform more easily. Because of his close connection with his leopard form, Chui Uramali sometimes displays leopard spots on his head in human form, although he can make them disappear if he concentrates. As a leopard, he appears as a strong, powerful adult male. He is indistinguishable from other leopards although his reputation as a bloodthirsty killer has made him a fearful image across Burundi and Rwanda.

#29 ELDER SUNRISE (Cambodia)

Background

There was nothing left of the village except for smoking huts and a dead dog in the street. The squad of Khmer Rouge agents poked their way through the village hoping to find bodies, but there were none to be found. The superior officer was getting angry. He shouted abuse at his men and they searched harder. Someone would be punished if the body count wasn't confirmed, and the superior knew all too well that it would be him.

 

The men came to a small cave on the outskirts on the village. There was light coming from deep within and they assembled again at the entrance, weapons primed. As they walked down the slightly declining passageway they heard the whimpers of small children. Smiles cracked their solemn faces. The superior was pleased he would have at least some little brats to show those back at headquarters.

 

As they drew closer to the source of the light, the men began to feel uneasy. They heard whispers from the walls of the cavern. At first they blamed the noises on echoing sounds from further on, but as they drew closer the noises were unmistakable. Pain, suffering... the men had heard them before. But this time it seemed as if the voices were punishing them, pounding at them from within their skulls.

 

And then they saw the old man at the very centre of the light.

 

He was small. Almost insignificant except for the brightness which surrounded him. His eyes were blank and white, and then men thought he may have been blind. He raised his hands slowly and then the light seemed to coil around his body before exploding forth, ripping through the men with their guns. They grabbed at their eyes as they went blind, some fell to their knees. And while they tried to gather their wits, the sounds in their heads intensified, condemning them for the blood on their hands.

 

The voices overpowered some of the men, plunging them into unconsciousness; but others managed to stagger to their feet and shake off the effects of the light. When they could see again, the man was floating in the air and looking at them with what seemed to be pity.

 

The superior fired his rifle, but the bullets were deflected just before they reached the man. More bullets were fired.

 

And then the floating man opened his hands, palms upward.

 

He spoke to the men, bypassing their ears, directly into their minds. He spoke a simple command. Go. And they were compelled to leave, to run as fast as they could, as if their lives depended on it.

 

Elder Sunrise floated to the men who had fallen to the ground. For them, the voices had given them a second chance. When they woke he offered them sanctuary from the Khmer Rouge and most of them accepted, tearfully. The Khmer Rouge was faltering and the people had no idea of what lay ahead for them. Elder Sunrise offered them a place to live without fear.

 

He established his centre for refuge on the site of the burned village and has remained there ever since, outlasting the Khmer Rouge. His centre is well known across Cambodia and draws hundreds of visitors each month. Some come to see the man who has been blessed by the light, while others come because they have nowhere else to go.

 

Personality

A man of great empathy, Elder Sunrise has dedicated his life to the protection of those who are disenfranchised and lost. He has become a beacon for those needing help and hundreds of people have flocked to him over the years. Some of these people move on eventually, but others have stayed. Elder Sunrise has no grand plans for himself and is content to offer help when it is needed. Some people believe he is attempting to establish himself as a prophet but he has no pretensions about his mortality or message. He wants to help people and will do so until he dies.

 

Quote

"In this world we all have the power to cause suffering as well as the power to alleviate such suffering. I shall not choose your path, only you can do that."

 

Powers

He is able to focus his inner-spirit in such a way as to make it almost a separate being to his physical body. Elder Sunrise has used this spirit-form to heal the sick, imbuing them with his own life-force; as well as for a variety of other effects such as possessing the bodies of others, creating life-force blasts of energy, entering the astral plane and creating protective energy fields. His signature power, however, is to flare his spirit self which causes a bright flash of light. Elder Sunrise is able to manipulate this flash to only affect those he chooses.

 

In addition to his mastery of the spirit form, Elder Sunrise is also a telekinetic and can fly through the air, move objects with his mind and surround himself with a protective force field.

 

Elder Sunrise is constantly surrounded by a halo of light which he cannot shut off. It draws people to him in a physical and spiritual way, but also makes it difficult for him to walk around unnoticed.

 

Appearance

Elder Sunrise produces a calming, ambient light which surrounds him with a halo effect. His features are always calm and he wears a traditional orange Buddhist robe. While he is an old man, he still maintains his physical prowess and has not aged in the past decade

 

Notes

I just received a copy of UNTIL Superpowers Database II and used the Spirit powers section there as a base for Elder Sunrise.

 

I also got Pulp Hero and Ultimate Martial Arts. Can't wait to roll a new Martial Artist or a character from the Pulp Era.

#30 SUNSET CARTEL (Cameroon)

Background

The Sunset Cartel is financed by the Sons of Set who are based in Egypt. The Cartel was established to allow the Sons of Set a port on the west side of Africa which opened up the American markets. The Ondoa family had previously been leaders in smuggling around the Cameroon ports, but after the death of its head, other parties moved in and threatened the two children of its founder. The Sons of Set moved in and secured the area for the young Ondoas. Soon enough the young Ondoa twins were established as the new heads of the local crime cartel. The Sons of Set installed Uadjet as their agent and 'recruited' Induna to act as their primary muscle.

 

Area of Operations

The Sunset Cartel is based in Douala, Cameroon, but effectively operates across the Atlantic, having strong connections to crime families in Miami and Mexico City. Money and goods are smuggled through Douala to help finance the Sons of Set.

 

Goals

The Sunset Cartel's prime goal is to support the continuing campaigns of the Sons of Set. It operates on a tight leash with Uadjet representing the wishes of Nepythys. The Ondoa twins plan to rise in the Sons of Set, hoping to enter the inner circle before Set arrives.

 

Reputation

The Sunset Cartel is known across the Atlantic in Miami and Mexico, but is most well known along the west coast of Africa. It only works for the Sons of Set but does look for new markets to sell their illicit products into. Other smuggling operations give the Sunset Cartel a wide berth, mostly because they have come to experience ruthless territorial reactions to any incursion into the Cartel's markets.

Background

The Elder God Set was restless.

 

At least, that was what the priests told the faithful every secret meeting in the darkened streets of Cairo. Set was growing powerful, flexing his metaphysical muscle, and preparing himself for a return to Earth. There were powers at work in the highest echelons of power in Egypt. Led by the priestess Nepythys, who had once been a mortal archaeologist from Britain, the self-styled Sons of Set had effectively taken control of Egypt's military and political power. The continued to exert their influence across neighbouring countries, but met some resistance.

 

It was decided that the Sons of Set needed a western port to fully access the Americas, a ready market for illicit products and services. One of Nepythys' scions, Maahes, approached Sherihan Elwi with an offer that she could not refuse.

 

Elwi had become enthralled with the Set movement even before leaving school. She found herself attracted to the ancient arts and proved to be very susceptible to the dark, powerful magic which swirled around the secret temples. Elwi was taken as a student and learned how to channel magic through the evocative movements of her body.

 

But Maahes was not interested in her body.

 

He told her to leave Cairo that night, and to travel across Africa to the port city of Douala in Cameroon. She was to meet with two faithful servants of Set and protect the interests of the organisation. The Sons of Set had established a small cartel in Douala, utilising local knowledge and untraceable finances. It was called the Sunset Cartel, both because the sun set in the West and to reflect the end of an era. If the cartel completed its mission to raise finances for the Sons of Set, then Nepythys and her scions could bring about enough change in the world to summon Set back to his rightful position.

 

Elwi became known as Uadjet, the Spitting Cobra Goddess. A brief meeting with Nepythys unlocked more power which she was able to channel through her rhythmic dancing magic.

 

Once in Douala, Uadjet took up her role as advisor and watchdog, making sure that the Ondoa twins were working towards the agreed goal and not deviating from that plan. So far she has been pleased with the devotion shown by the Cameroonians, but she still feels as if she would be better serving Set if she was back in Cairo.

 

Personality

Uadjet believes she is on the winning side of a metaphysical battle between good and evil. She is smug and considers all non-Egyptians as inferior, a problem since she has been forced to take up residence in Cameroon. She has also been forced to remain hidden most times so as to avoid drawing attention to the Sunset Cartel. Gradually, Uadjet is becoming resentful.

 

She wants a reprieve, perhaps to be replaced by another initiate, so that she can better serve her Lord.

 

In the meantime she manages to take some pleasure in causing strife amongst the hapless people of Douala, although she views them as little more than mice to play with.

 

Quote

"I serve my Lord Set, and dance for him alone. Those who are not worthy shall be burned by the vision of my sacred body."

 

Powers

Uadjet has been taught sorcery by the priests of Set, and manifests the magic through gyrating movements and dance. Since being touched by Nepythys, Uadjet has become more powerful, able to produce offensive bursts of energy, induce fear and entrance her audience. She is not a combatant, however, and must remain hidden during melees or risk being hurt. She prefers to hide in shadows, anyway, and considers herself a voyeur rather than a participant in most things.

 

Appearance

Uadjet is a petite Egyptian woman with straight black hair which falls to her shoulders. Her fringe is cut in a severe line and she has one thick strand of hair dyed green. In costume, she wears a gold-lined green halter-top and trunks, with gold bands around her neck, upper arms and rings on her fingers. She is very flexible and moves with a sensuality which is very much deliberate.

(To hopefully avoid confusion stemming from the fact I've presenting both twins here in one entry, information referrng to Anet is italicised)

 

Background

The children of one of Cameroon's most successful (and corrupt) businessmen, Julienne and Sebastien were educated in Mexico to avoid any danger their father's business might attract as well as to satisfy the demands of their mother's family, who featured prominently in Mexico City's world of organised crime. Neither child was aware of their family's connections with crime until they were rushed back to Cameroon to attend their father's funeral. He had been killed by a rival smuggling group. Their mother maintained the business as best she could, but with her husband gone, she felt more drawn to her homeland.

 

When the twins were twenty, she left them.

 

Shortly after, the Ondoa family were besieged by competitors and the twins looked like they would be killed as well.

 

Halfway across the continent, however, the priestess Nepythys saw an opportunity to secure a port on the west coast from which she could make moves into the Americas. She sent a legion of soldiers to the port city of Douala and provided the Ondoa twins with enough support to eradicate the city of all competitors.

 

Sebastien and Julienne were seduced by the attention of Nepythys and agreed to represent her exclusively, forgoing all other agendas. As a reward, the twins were given amulets sacred to the gods Anet and Abtu: the celestial fish who drew the barge of Ra.

 

They established the Sunset Cartel and began shipping illicit goods and services across the Atlantic.

 

Personality

Julienne lives her life the way she wants. She takes what she wants and ignores anything which disinterests her, potentially even going to the extreme of eradicating such annoyances. Julienne feels abandoned by her family, although she has reacted to this betrayal by relying too much on her brother. While Sebastien believes the world revolves around him, Julienne reinforces this. She is chief amongst his satellites.

 

Julienne is the business manager for the Sunset Cartel and takes pride in her creative book keeping. She is intelligent and has a strong personality, but there is something unbalanced about her. Her association with the Sons of Set seems to be fuelling her antisocial, amoral attitudes.

 

Sebastien is fuelled by the belief that he is one of the pivotal personalities in the world. He sees his association with the Sons of Set as proof that he is an exceptional being. His success in smuggling circles and his nightclub also fuels the belief that he is the centre of the universe. He has cast off any concern about his mother's betrayal and lives for the future. He sees himself growing further within the Sons of Set and fancies his chances of becoming one of Nepythys' scions.

 

Quote

(Abtu) "We are bred from two powerful dynasties, but we are not beholden to it. In the end it is just Sebastien and me."

 

(Anet) "You are either with us, or dead."

 

Powers

The Amulets of Abtu and Anet, which were given to the twins by Nepythys, provide them with the ability to breathe underwater and swim at an inhuman speed. It also provides them with protection against poison, physical and energy attacks, and psychic intrusion. Of course, the twins also rely on conventional equipment such as concealed armour and a powerful handgun.

 

The twins also share a kind of mental communication which relies on eye contact.

 

Appearance

Julienne is a beautiful woman in her early twenties, with light olive skin from her mixed Cameroonian-Mexican heritage. She has short, black dreadlocks and a slightly dreamy looking expression on her face. This makes her seem distracted. The Amulet of Abtu is worn in her left ear and looks like a golden earring. Inside the ring is a continuous symbol of intertwining fish.

 

Sebastien is a handsome man in his early twenties, with light olive skin from his mixed Cameroonian-Mexican heritage. He has short, black dreadlocks and a slightly dreamy looking expression on his face. The Amulet of Anet is worn on a leather cord around his neck and looks like a golden ring. Inside the ring is a continuous symbol of intertwining fish.

#30 INDUNA (Cameroon)

Background

Appearing in the aftermath of the 1986 Lake Nyos disaster, Castellan assisted with the evacuation of hundreds of villagers. 1.6 million tonnes of carbon dioxide smothered the area around Lake Nyos for 20km, killing 1800 villagers and 3500 livestock. Of those who survived, many suffered respiratory and lung damage or paralysis. Castellan was hailed a hero for saving many lives and from that day on he was a regular figure in Cameroon.

 

He loved the attention and believed he had found his calling.

 

Years before, Samuel Mboma had tried to find a place amongst the military but he found the discipline and monotony too oppressive so he left and took up a coaching position in the seaport of Douala. He maintained his physical training and made friends with a retired Englishman, Bartleby Pritchard. Pritchard eventually revealed to Samuel that he had been the Golden Age hero, Castellan, and eagerly showed Samuel his most treasured belonging: a shield bearing the Union Jack and supposedly made of an almost indestructible metal. Pritchard saw in Samuel a hero's spirit and coaxed the young coach to take on the shield as his own. Together they forged the identity of Castellan again, draping Samuel in the colours of his own country, Cameroon. When the disaster at Lake Nyos was revealed, both Samuel and Pritchard saw it as a sign to reveal the new hero.

 

Pritchard continued to help with Castellan's life after the disaster and the two men share a house in Douala where they concealed a secret 'Hero's Room'.

 

In 2002, Castellan was captured and nearly killed by agents of the Sons of Set. He was tortured to the brink of insanity and manipulated into betraying Pritchard, who was murdered. Castellan vanished, but was replaced by the cruel and corrupt Induna.

 

Since returning to the scene, Induna has become head of the Sunset Cartel and works for the financial gain of the Sons of Set. He is responsible for the security of the organisation, and has developed a thirst for the illicit goods and services he helps to traffic to and from the Americas.

 

Personality

Induna was once a heroic figure in Africa, but since being manipulated and corrupted he has developed a dark side which has truly consumed him. He is loyal to the woman who corrupted him: Nepythys. To impress her he feels that he needs to show his power through the subjugation of others. He is cruel and unnecessarily violent when it comes to those who cross the Cartel.

 

There is nothing left of his Castellan personality. Some have tried to appeal to remnants, but all they ever achieve is disappointment. Induna punishes those who seek to reform him by pressing the advantage.

 

Quote

"I have been given a second chance and I will not waste time trying to judge the morality of this world. You can have that uncertainty. I am content to take what I want, all in the name of serving my new Lord."

 

Powers

Induna has been cybernetically enhanced, including the addition of a cyborg arm, legs, right eye and a major section of his torso. These enhancements provide him with a greater degree of resistance to injury as well as superhuman strength in one arm and the ability to see into ultraviolet and infrared spectrums. Induna is a highly trained hand-to-hand combatant and is especially ruthless in combat.

 

Appearance

Induna is a scarred man. He wears a black and magenta body armour, highlighted with yellow and red disks. His left arm is covered, to conceal his cyborg limb, while his right one is bare. He wears a mask which covers his head and has a distinctive cybernetic eye which glows red. Out of costume, his cybernetics become apparent. His right arm is a silver metal, as are his legs and sections of his chest, spreading from his right side near the shoulder. He wears his hair short but has grown a beard.

 

 

Notes

I had a little help coming up with the concept of Induna. My friend, Noah, drew me a picture of 'Captain Cameroon' which I used as inspiration for Induna's background story. The picture Noah gave me implied a happier time, and seemed a good counterstory to the concept of the Sunset Cartel.

 

I decided to make Induna a fallen-hero.

 

The Sons of Set are supposed to be an insidious evil, so they should be able to corrupt heroes. Castellan was one such hero. You can look at Castellan's character sheet and image here.

The next character in the 'Around the World' Thread is Canadian, and since there are a lot of Canadians here on the Boards I thought I might ask for some suggestions.

 

The character needs to fulfil the following requirements as dictated by the dice:

 

Male

Villain

Martial Artist

350 Points (200 Base +150 Disadvantages)

 

Very standard, I know.

 

So, are there any suggestions?

 

I felt like mixing it up a bit, after thirty countries I need a little deviation.

How about a sports theme based villain. With Canada that ought to be easy as nearly all Canadians that I know love hockey. Perhaps a martial artist that uses a hockey stick and wears repulsor 'skates' (flight in contact with a surface).

You could make a super-soldier agent of the goverrnment who tends to go a little too far, killing people and smashing houses and things to do what he's ordered to do. Something like a Canadian version of Freedom Force, but as a solo agent.

How about a Black Ops Character a la the Characters that Image Comics churned out Years ago ?

To most People something like that would appear as a Villain.

 

Oh, sorry about that. The Black Ops character idea came from Black Ops too. I merged the two ideas (Trained Chicken and Black Ops).

Background

The Canadian Government had always enjoyed a strong and successful relationship with Canadian Shield, the country's premier superhero team; but a handful of politicians and military advisors wanted more security in a world which was increasingly being affected by threats from uberhumans and international criminal syndicates. They wanted to deal with the dangerous terrorists in a way which would result in swift justice and not overburden the legal system. They wanted someone who would get rid of threats, no questions asked.

 

In a bid to stop criminal organisations, however, the small cartel of patriots unwittingly delivered their plans into the hands of one of greatest threats to the world today: C.L.A.W.

 

The criminal organisation had set up a scientific facility which was contracted under secrecy to create an enhanced human which would then be trained to become the black operative the cartel was hoping to secure. C.L.A.W. plundered the Canadians' resources and scientific research in the course of twelve months and hoped to use the three test subjects for their own ends.

 

They would have succeeded too, except that Canadian Shield tracked down the C.L.A.W. base and destroyed all of the research, thinking that the laboratories contained the components needed to create a neutron bomb. During the raid, Canadian Shield rescued the three test subjects but had no idea that they were guinea pigs for a government experiment. Members of the secret cartel moved swiftly on to the scene, and representatives took the three subjects away.

 

One of those subjects was the man named Z. The other two were X and Y, although they have not been active as yet. Only Z has been a full success.

 

Z has no living family or friends, partially through chance and partially through government meddling, although they stopped short of actually killing anyone. He is a Vietnamese Canadian in his late twenties and has some memories of living in Toronto. He has been given the fictitious identity of Zane Morrison.

 

He currently works with the Canadian Government and believes that he is a fully sanctioned law enforcement agent, although the cartel which 'created' him has long since splintered. He is supplied a handler to monitor his everyday requirements, but this handler is replaced every three to six months. His assignments come via his radio and he has never actually met the man who issues them. While the cartel has dissolved, an advisor to the Minister for Defence currently organises Z's assignments, for the good of the country. Z is called upon to assassinate threats to Canada as well as to retrieve or destroy sensitive material.

 

Personality

Z has become a shadow of a man. His family and friends have either been erased or have long forgotten him through time and government assistance. He is a loner and an exceptional killer, two aspects which have become synonymous with the name Z. But underneath the assassin and covert operative is a man who is searching for his past and for the answers to questions which have begun to surface. Who is Z? Why do his handlers change every few months and why won't anyone trust him enough to stay in contact for any length of time? Z is cold and calculation, able to maintain his operational objectives through the thickest of gunfire and stress; but he is also a human who longs for sustained human contact with others. Just how long he will remain within the reins of his government handler remains to be seen.

Powers

Z underwent an enhanced human training program, financed jointly by a military department of the Canadian government and a scientific research facility which was actually a front for C.L.A.W., the infamous criminal organisation. The program boosted Z's physical attributes, especially his dexterity and reaction speed.

 

He has received advanced martial arts training and has access to a weapons cache, as needed.

 

Appearance

Z is a Vietnamese Canadian with dark olive skin, wavy dark brown hair and hard brown eyes. When on assignment, he wears black body armour, boots and coat which enable him to slip into the shadows more easily. His gloves are a pristine white and he wears red shades, in deference to his country's flag. When off duty he wears whatever will help him go unnoticed in society. Z is a man who does not exist, and apart from his handler and faceless advisors, no one is allowed to get to know him at all.

 

Notes

There's room for two more agents like this one: X and Y (and I'd assume X is female and Y is male, but who knows?).

Thanks for bringing that up, though. Being an Aussie I'd envisioned Zee, but Zed sounds cool (I guess, given that Canadians must say it that way for a reason.)

Yukiyoshi Yoshimoto

Background

Yukiyoshi has become one of the most successful and feared assassins in the world, originally hailing from the secretive Ichiban criminal organisation. He outgrew Ichiban and began freelancing, although his former employers were only convinced of his independence after he killed over twenty assassins who were sent to bring him back. Since his split from Ichiban, Yukiyoshi has worked for a wide variety of employers. He chooses his assignments based on money and the risk factor, preferring to only take assignments where there is the prospect of a challenge. This has meant that he is almost exclusively used to assassinate uberhumans or those of very high power and influence.

 

In the late 1990s, Yukiyoshi bought vast tracts of land in Cape Verde and has systematically acquired nearly 90% of the country through business and criminal procurements. He has established himself as absolute ruler, although most of the population is unaware of his power. He has established sophisticated security devices around the islands and is very difficult to get to, which is exactly what he wanted.

 

He is widely known as Bounty and when he takes on an assignment he generally wears trophy items from previous kills, including items from a variety of dead or maimed superheroes. His home includes a museum to honour all those he has killed.

 

Personality

Yukiyoshi considers himself beyond the reach of mortals, and truly considers that he is on the path to immortality. He has not aged since his powers manifested and their potency is increasingly exponentially. Every day he is a little faster than the day before. He believes that he will one day disappear from the material world and become a god, beyond the understanding of mortals. To this end he maintains a rigorous fitness regime and is constantly testing himself, trying to push his powers ever further towards his ascension.

"You are fast, but you still need to think before you can act. I have passed such restraints. Everything, to me, is instantaneous."

 

Powers

Bounty possesses superhuman speed, an ability which is seemingly increasing every day. When he first began his independent career he possessed peak human abilities, but in the years since that promising debut, Bounty has become perhaps the fastest being on the planet. In addition to his speed, Bounty is also a highly trained assassin.

 

Appearance

Yukiyoshi has not aged since his mid-twenties, although he is now close to his fifties. He can be calm when needed, but he usually moves at an impossible speed so that he appears as nothing more than a blur. He has shoulder-length grey-white hair which he sometimes wears in a pony tail, and unnerving white eyes. As Bounty he wears a black ninja suit which is decorated with trophy items attached in a variety of places. Some of these items are useful as weapons, but most are hideous reminders of his murders.

 

Notes

More than half the population of Cape Verde is ex patriot. With such a low population and a high proportion of internationals I decided to make Bounty a Japanese man.

 

He has established himself as a de facto Head of State in Cape Verde and has vast amounts of wealth to draw upon when he feels like going after superheroes. Bounty would make a good antagonist against a team of 350-point characters. He could also have killed someone the PCs knew so it'd be personal.

Okay, so this guy has killed a lot of superheroes and has started wearing trophies from the kills.

 

I've added 17 trophies to the picture (including multiple rings). For some healthy rep, how about you give a short description of one of the heroes (or villains) Bounty has killed, and which trophy is linked to them.

 

For example:

 

The Silver Shuriken: a Dark Champions-style vigilante from San Francisco who got a little too annoying for the Ichiban crime syndicate. Once The Silver Shuriken was forced to fight the massively powerful Bounty, he lasted about a handful of minutes before being sliced-and-diced with his own weapons. Bounty carries two of the vigilante's shuriken on his right boot.

#33 GAS GIRL (Central African Republic)

Background

In 2006 the northern border of the Central African Republic erupted in bloody conflict. On the surface it seemed to involve government troops and rebels, but S.A.G.E. uncovered an incursion from the Sons of Set who were attempting to make their move on the CAR. Thousands of refugees fled their homes into Chad while all who remained were subject to violence. Some witnesses reported government troops systematically killing all men and boys. The Egyptian criminal syndicate managed to secure major tracts of the northern lands and corrupted key members of the CAR government.

 

Africa Force made a stand in the centre of the country and with the assistance of The Hunt, they managed to quell the violence.

 

After the attacks, a local chemist, Darcelle Douste-Blazy approached Africa Force hoping to join the team, but her powers were too unstable and after accidentally detonating the air within an abandoned warehouse, she was asked to keep training and apply again in a year. Darcelle was crest-fallen but still determined to prove herself.

 

Since the outbreak of violence in early 2006, Darcelle has been seen in the capital acting as the CAR's sole superhero, Gas Girl. She has only had sporadic success and more often than not actually ends up doing a lot of property damage. This has caused the people of the Central African Republic to view her with caution and a little sarcasm.

 

In her private life, Darcelle is caught in a romantic love triangle. She works at a government science facility where she is being pursued by a hapless English chemist, Ben Monk, who seems to be just as prone to accidents as Darcelle. She also has to contend with the romantic interest of her childhood friend, Hardouin Bozize who has been promised Darcelle in marriage. Darcelle, however, has set her marital aspirations on the shoulders of Africa Force hero Stealth, Neo Tsholofelo.

 

Personality

Gas Girl is unsure of her powers and has often caused unpredictable explosions or unusual transformations in the year she has been active in the Central African Republic. She has the heart of a hero but the nervousness of a giddy teenager. She has always been seen as unreliable and desperately wants to prove herself to everyone. This has brought her to the attention of the Witch Doctor of Azambia who is considering offering her training as a member of his mercenary band of ubers known as The Hunt.

"This is either going to rock the town or leave a nasty smell for a week... maybe both."

 

Powers

Gas Girl is able to transform gases from one element to another, although her precision and range is still somewhat limited. She is able to create hydrogen around her body to enable her to fly. She is able to explode the air around objects, transform air to knockout gas or poison; as well as generating an explosive gust of air. She has been able to create a defensive field around her body which sometimes counters attacks against her by exploding the air between her and the impact of the attack, but this is still very limited.

 

Appearance

Darcelle is a member of the Sara which are descended from the Sao people of Africa. She is tall and has an air of majesty which is characteristic of her people. In times past the Sara were known as the Sons of Ra and came from Egypt. Sara is, however, a woman of the twenty-first centruy. Although her family are farmers, she managed to gain access to university and currently works as a chemist in a government installation.

 

As Gas Girl she wears a sleek red flight suit, black leggings and gloves and a loose green shirt. To conceal her identity she wears a white scarf across her mouth, and wears white ribbons in her hair when in costume.
