Champions Universe has a bit, but Vibora Bay (where the current Black Mask resides) probably has the most info. Yes, it's a complete writeup and background/history. CU also presents the line of succession of the various Black Masks, with a few details about each of them, mostly on the included CU timeline. OTOH Vibora Bay fully details the current Black Mask, and also summarizes the dates and region of activity of the various Black Masks; but if you're primarily interested in the history of the line, Champions Universe is the most complete source extant.
