The worlds greatest actions stars go to a small town to film a feng shui/western game. How do I keep them in the town? When things go bad they could jump into a car and bail. This includes cars and phones too (the exchanges are overloaded). Theoretically if enough fuses were replaced and all the computer bits removed from a car it could be made to work again. Or if they find an old car which doesn't rely on electronics. They may need to find sparkplugs from a store though, and a fresh battery.
