It sounds less like the style got "dropped for being TOO effective" and more like the fundamental rules about combat in general (not just Martial Arts) were changed. In 5E you weren't allowed to Abort to offensive actions, period. (Not sure if 4E was that way as well). Obviously, with that stipulation on any and all combat, you couldn't have a Martial Maneuver or martial art style that blatently broke the rules of the game.

The rules were changed. Aaron Allston wrote Ninja Hero for 4E, and that's where the rules for creating maneuvers were fully codified. Paek-tu, as written, no longer worked. Then again, the various Riposte maneuvers from early forms of Fencing didn't work anymore either. At least, using RAW, you could allow them as an option (as my website states).

I don't think abort-to-attack was ever explicitly allowed in any version of the game, it was just an accidental byproduct of the optional martial art creation rules from 3e. When constructing a maneuver, +1 OCV cost a point, +1d6N cost a point, grab/knockdown cost a point, abort cost a point... they just forgot to specify that abort was for defensive actions only, since of course no one would dare to create an abort-to-strike maneuver...
