Should a character I am working that is 3 feet, 6 inches tall have the stuff listed just below?

 

var Short Legs: x½ Running per Size Template (e.g., x½ for Small, x¼ for Diminutive, and so on, but character should typically have a minimum of Running 1m regardless of size)

var Weak: -5 STR per Size Template (but minimum of STR 1)

var Less Impressive: -5 PRE per Size Template (but minimum of PRE 1)

 

Is this a good way to make him more agile while flying? Aerial Agility: +6 DEX (12 Active Points); Linked (Leathery Wings; -1/2) (Modifiers affect Base Characteristic)

DEX will help with things like Combat Piloting rolls, or Acrobatics / Aerobatics... but it really won't make him more maneuverable in flight. For that, I would look at the "No turn mode" and other adders / advantages under flight.

 

The rest looks OK.

 

I would also add +1 DCV for each size increment, and +2m Knockback per size increment.

Are the following to much for the character? Also is a Strength of 15 to much for him? He works out at least when can three to four times per week.

The heavily-muscled legs end in large splayed feet with three clawed toes

Bite: Killing Attack - Hand-To-Hand 3d6 (4d6 w/STR) (45 Active Points); Restrainable (-1/2)

 

Claws on the right foot: Killing Attack - Hand-To-Hand 3d6-1 (4d6 - 1 w/STR) (40 Active Points); Restrainable (-1/2)

 

Claws on the left foot: Killing Attack - Hand-To-Hand 3d6-1 (4d6 - 1 w/STR) (40 Active Points); Restrainable (-1/2)

 

Long talons of bone on right hand's fingers: Killing Attack - Hand-To-Hand 2d6 (3d6 w/STR) (30 Active Points); Restrainable (-1/2)

 

Long talons of bone on left hand's fingers: Killing Attack - Hand-To-Hand 2d6 (3d6 w/STR) (30 Active Points); Restrainable (-1/2)

Yeah, your campaign, your rules, though we can certainly advise.

 

15 STR is basically your average human body builder or olympic athlete. So it is up to you if that is feasible for a short critter in your campaign - it would certainly work without issue in a Superhero setting.

There isn't any reason to buy separate attacks for each hand/foot.
Specifically, you could replace it with:

Claws: HKA 3d6-1

Flurry of Claws: Rapid Attack, plus CSLs (+6 w/ Claws, only to offset Multiple Attack penalty), Limited Power (3rd and 4th attacks are only HKA 2d6)

When you have to origin Point of "hand" or "feet" for a power, it is asumed to work from both hands/powers. You can also just add the "Alterable Origin Point" Adder to the attack, and have it originate from everywhere you like.

 

How much STR is acceptable depends on your setting. In the superhero genre it is okay to play a insectile guy with 90 STR (of course you will more likely see him having lower STR and using "Miniature Martial Arts" to make up the difference).

 

What template to use:

Take a look at 6E1 442 and following, it has all the templates.

 

What Size to use:

This is the harder question. The average hero is supposed to measure 2 m times 0.5m times 0.5m and weight 100 Kilogramm. You could play a "seemingly frail girl" that is only 1.60m and only weight around 70 kilo. Still considered a normal Hero, with normal KB and no bonus to DCV/Steahlt, no penalty for Range, etc.

When we are getting closer to the 1.20m guys, you might easily go for the Small Template. But you might want to differ between a "stout and heavy" dwarf and a frail cat-man. Both may have the same size, but you would make a dwarf closer to the human than the cat-man.

You absolutely do NOT want that part. "Modifiers affect Base Characteristic" means that the Modifiers on this Power apply to, well, the Base Characteristic too. In other words, when not flying your DEX drops to ZERO. I don't think you want that.

 

A better way to get flying agility is probably either Skill Levels with Flight or buying Adders like No Turn Mode. You could also consider DCV with the Limitation only while flying - but remember do NOT use "Modifiers affect Base Characteristic" on that either, or your DCV drops to 0 when not flying!

 

Your Killing Attacks seem a trifle high to me, but more importantly, rather than buying the same Power many times maybe you should consider things like Alterable Origin Point or perhaps Autofire. Or both.

What could I put in his sheet and bio if I saw him comic book wise joining a group like the Brotherhood of Mutants?
