It think the Batcave should also have an Endurance Reserve (a built in Generator, maybe Emergency batteries as well).

I some episodes they used gear from his Museum, the Danger Room/Training Area and experiments to fight of intruders. Examples I know off:

There were soem others where he used Mr. Freezes Freeze Gun or the Giant Nickel as well.

It could be build as a VPP. But it was also so rarely used on a "once per Campaign" basis, so it propably falls under stuff you do not have to pay for.

Christopher: I prefer the 0 END method for ease of play issues.  The F/X is reactors.  I agree that the other stuff would be a combination of Batman's VPP and stuff not common enough to pay for.
