Reading by Touch

Not necessarily Braille, but being able to read a text using very sensitive fingers to detect the raised text on the page.

 

What's the best way to do this?  Touch perception bonuses offset the (probably huge) minus you'd have for trying such a thing? Analyze enhanced sense modifier applied to the touch group?  Something else?

6E1 p. 209: "The Discriminatory effect provided by the Touch Group is not the full Discriminatory obtained by buying that Sense Modifier, but rather an effect of somewhat cruder degree. For example, a character can tell a dollar bill from a piece of ordinary paper of the same size, but cannot tell a $1 bill from a $5 bill. Characters can make Normal Touch (or the entire Touch Sense Group) fully Discriminatory by paying the usual cost."

If Normal Touch were made fully Discriminatory then that would make it even better than Normal Sight at telling things apart.

 

Otherwise it qualifies as an "Extraordinary" PER roll.

Reading By Touch: A character with this power has such sensitive fingertips that he can read printed words by brushing his fingers across them. Discriminatory and Analyze for Normal Touch.

If you take it as a Detect Text, linked to touch group, Discriminatory, Analyze, Rapid x100,000, you can "absorb" the information in a book or magazine just by touching it. If you want to duplicate the Meteor Man power, then you could have a small VPP to simulate learned skills like Martial Arts(from reading Bruce Lee's Fighting Method, as in the film), with a Time Limit(1 minute) limitation.
