I will only respond to 3) as it is the only one I have an opinion about

the cost of spells are not just compared to other spells, but everything else that costs points (e.g., Characteristics, Skills, racial abilities)

so the cost of a spell should be compared with Racial Infravision (that does not have spell limitations) or even Skill levels

if you combine Templates with the option of not making characters pay for skills they are not likely to use in the game, you can approximately get something like 4e (for some templates)

and for racial templates, it may be the only way you can buy Powers and/or Characteristics as Powers (at least without being a wizard/cyborg/etc)

I cant remember how 5 or 5er did it, but in 6, you buy the power, (including advantages attached to the power, (and i think limitations also figured at this point) then you use the real (or is it active) points of this as the basis of the power which you use UAA ot UOO, and the advantages that go with that.

I think a "bat belt" would be more fittingly described as a VPP which is big enough to have a lot of items at one, whose actuall items can only be changed in the batcave
