For your "through phones/television" I would recommend a naked MegaArea advantage large enough to cover the globe with a limitation that it only works through tv/radio etc. Note that since the user has no way to perceive anyone through tv/etc. he cannot target this power and therefore it would work on ANYONE and EVERYONE that could hear him. This could become rather problematic (and is definitely not a PC power, but really more of a plot device for an NPC so there is no real need to point it out). To note: Don't get hung up on thinking of Mind Control as a "mental power". With the right modifiers you leave the psychic world behind and are only using the power for what it does. There are many SFX for Mind Control that have nothing to do with mental powers How could you make a similar power that could be targeted to a specific subject? You may be right on the Selective part, but that could result in a lot of weirdness (esp if you have a diabolical GM) "Jack, Do this!" would get a lot of hits, even something more specific could easily be misinterpreted, misunderstood, etc. One of the fun parts of a non-telepathic MC is the whole "interpretation" angle. Of course GM's may vary on that, I don't think there is anything specific about this RAW.

Of course if you wanted to be able to use that through the tv or such you would need some form of targeting sense that worked with it. RAW that would be difficult to do and honestly this would be way to powerful for a PC so you would probably just handwave it as a GM. If you HAD to do something then Clairsentience would probably be best (with the appropriate limitations and GM approval for a power to be targeted with Clairsentience which is normally not allowed if i remember correctly. )
  3. Aborting is starting a new phase just early. It DOES allow for the reallocation of Skill levels and technically should allow for the reset of CV penalties. You are giving up your next phase to do whatever you are doing during the abort phase. If you like I CAN look up the text in 5.x and 6e that spells this out. You are allowed to take a half phase action and then hold the 2nd half of your phase. If you are holding your 2nd half of a phase you are allowed to abort with it in order to take the 2nd action BEFORE someone elses declared action just like with any other held action. As an example. My character might make a half move to get behind cover, then hold his other action waiting for someone to appear (around a corner, sticking their head out from their cover, whatever). The next thing that happens is my opponent, behind cover, lobs a grenade at my cover. By the rules I could abort to my held half phase to take a "Dive for Cover" action to try and get out of the blast radius of the grenade. That is an example of the situation the quote from the book is talking about, but it is saying that if I made a NCM move (for instance) I could not then abort to "Dodge" and try and loose the 1/2 DCV penalty. I was merely stating that even if I did abort to Dodge (or any other maneuver) nothing about that would have reset my DCV ANYWAY so no ruling is needed. Aborting doesn't remove/reset benefits/penalties, starting a new phase does (so of course aborting to a new phase will, but not aborting to a held half phase).

  5. I wouldn't use Mind Scan for this as that is getting way more into "mental" power territory and this doesn't sound like your typical "Psychic" mental power. APG has this following for "voice range" powers APG 136.   6. I never understood that quote from the rules. By RAW "aborting" to your held half action wouldn't reset your DCV anyway, your DCV only resets "at the start of your next phase". Aborting to use a held half phase still counts as part of the same phase in all respects, you don't get to "reset" penalties, you can't reassign any assigned CV's, you can't change the allocations of MPs/VPPs if you did so in the first half, etc. Specifically "reseting" your DCV is not a function of Aborting at all, it is a function of the fact that you have entered a new phase, you just did it earlier than normal. As for aborting to a whole new phase to reset the penalty as a GM I would allow it in most cases. Giving up an entire phase to defend yourself is penalty enough and removing the ability to do that can be punishing to high spd/high DCV characters who rely on their DCV to survive. Remember that there is nothing that "halves" DEF like there is for DCV so if you remove the ability to abort for that you are basically saying it is just fine for Bricks to use penalty maneuvers (as they generally don't rely on their DCV anyways) but High DCV characters can't ever afford to use them. (This is also one of the reasons Bricks tend to be slower than other archetypes, they don't need to abort to survive attacks so they need fewer phases per turn to be just as effective).
  7. I have never used Hero Central before but I have done some Diceless roleplaying via IRC and some collaborative Superhero Story Writing on my old COH Superteam's Forums. Would love to try this out. What do you currently have as far as players go so that I can ensure I don't step on any toes? That is if you are still accepting characters.
  8. Doing that makes the combat FAR more random and DCV/OCV become way more important than they currently are. Oddly enough tho it will result in Brick archetypes becoming the default as MA/Speedster builds that rely on high DCV to survive will become far too easy to hit and their lower defenses will result in far more KO's than their Brick counterparts. It is doable as a system but you have to radically change the costs of OCV and DCV to keep DCV builds viable and would require a lot of playtesting to even attempt to find a balance for the non-brick types.
  9. As far as how maintaining a database of information on registration affects maintaining a secret id its just like any rationale for secret ID, its a convention of the system/game. In reality noone could possibly get away with maintaining a secret id. Modern Forensics, Surveillance, etc. would render any attempt, especially the minimal "domino mask" precautions, moot in the real world. So the answer is simply that the Superhero Registration Database is unhackable (the best super hero computer guys create the code for it or whatever you wish) until the GM decides he wants to bring that Secret ID Complication into the game. At that point having a super hacker get it is just one of the MANY avenues he has to expose your character identity so being a Registered Superhero wont really offer any more protection or risk to your secret ID than anything else. Unless, of course, your GM decides otherwise and WANTS registering to make you vulnerable....
  10. First of all I would like to give a bit of advice and warn you that this character is going to be really overly powerful. Desolid is the only power in the book that by RAW makes someone totally impervious to most forms of damage (other than the ones that he has selected as being harmed by). That is why Affects Physical World is so expensive. You have a character that CANT be hurt in most situations still able to do damage/affect combat. Way too powerful. If you are going to allow this consider replacing "cannot pass through solid objects" with "doesn't protect against damage". Your player can walk through walls, ignore barriers, etc but is no longer immune to almost everything. "Cannot pass through solid objects" is usually used for water/gaseous/etc sfx of desolid meaning he is very hard to hit but not actually ghostly/intangible. I agree with Lucius that the best way to handle the suit is with Multiform. If you go that route I would recommend that when he is in his "desolid" form he loses most if not all of his ability to affect the physical world. In his "suited" form it is the suit suffering the damage, and instead of being "KO'd" or "Dying" when reduced to the appropriate levels of Stun/Body his suit is malfunctioning/not working. Or you could ignore the multiform altogether and simply use this as a SFX of his existence. He would "play" in the rules like a normal PC, but would be subtly different.
  11. To actually answer the question asked yes, she would have to roll every time she wanted to use the shield to block an attack with the build you have posted there RAW. Whether she would have to prepare it or not is actually more of an interpretation, and my interpretation, as the power is WRITTEN, by RAW having the Multipower dedicated to the Defense slot would be enough to declare her "prepared" for it. If you wanted more specific requirements (which would fit with the SFX of a physical shield) you might add other limitations such as "Only vs attacks character is aware of" or "only vs attacks from the front arc" etc. Without those limitations on the power although the SFX might LEAD to them they do not actually apply (Basically your character is always able to move the shield into position to intercept an attack even if you aren't aware of it as long as the Activation roll is made. This could be rationalized as a mystic ability, sixth "spider" sense or whatever). Basically if you don't take a limitation on the power you shouldn't suffer it normally. I will note a couple of things. 1. Hardened and Impenetrable are REALLY annoying on partial defenses and some GM's may not like having to deal with it unless you also have the same on your other defenses. 2. Shields generally prevent you from taking any damage (via +DCV/Deflection) rather than reducing the damage you take (although you can model it any way you want of course, just a suggestion). 3. Make sure you find out from your GM whether or not he will allow you to abort to change slots in your MP (generally acceptable if you are putting the points into a defense power) and whether or not he will allow you to do so as part of another abort (say on an abort to Dodge for instance). If not you may want to consider moving the defensive aspects of the Shield out of the multipower.
  12. in your campaign it could mean whatever you want it to. It could be like a license to practice medicine, meaning if your NOT licensed it is actually illegal for you to perform superhero activities. It could be a self-regulating license issued and monitored by the superhero community so that they know who you are and what you stand for (something marvelverse should have done ages ago to stop all the Hero vs Hero battles due to misunderstanding). Or it could be full government sanction including police powers. Your campaign, you decide

Note however that you cannot change the points in a vpp more than once per phase either however, so if you set it to flight its stuck on flight (or whatever mix you put it at) till you get your next phase. By RAW you can abort to change the distribution of points in your MP/VPP if doing so would constitute a defensive action (ie activating or increasing the allocation to a defense of some sort) although there are exceptions (you can't abort solely to negate a penalty you subjected yourself to in a previous phase, the example in the book is Aborting to Dodge after a NCM half move (which halves your DCV).
  14. Personally I would argue that they were wrong. In that situation they are ignoring a DEFINITE loss of life to prevent a POTENTIAL one, and even the Batman "Willing to kill Joker to prevent him from killing more" argument doesn't apply when there is someone dying/in life threatening danger RIGHT NOW!. The immediate threat/situation takes precedence. Especially if they are in a situation where they could reasonably have been assured of saving the lives of the current victims, ignoring them to save "potential victims" makes them almost as guilty as the villain for the innocent deaths. And yes, policemen will not put someone or allow someone to subject themselves to IMMEDIATE risk (rushing into a firefight to tend to someone wounded) to protect someone who is down, but they also will not abandon an injured person to persue a suspect either. If it is unsure whether the perpetrator is fleeing or waiting for ambush it gets a lot muddier, but if the choice is between persue or rescue anyone who DOESN'T resuce will likely find themselves in serious trouble. Of course as pointed out before the appropriate response in a team situation is usually to divide up, with enough staying behind to reasonably render aid and the rest leaving in pursuit if they can be reasonably confident of sucess in their pursuit with the reduced manpower.

Well, NCC and Always On is double dipping IMHO, and honestly NCC really doesn't apply to this (it doesn't "turn on or off on its own at GM's discretion." which is what NCC represents) For the multiform I would go with 1 form and build the powers in it with VSFX with a limitation that SFX matches the type of energy that "triggered" the multiform. Makes for a much cleaner, neater build and allows you to copy all sorts of energy, your not limited to 8. If you want him to be able to manifest different sorts of powers based upon what "type" of energy he absorbs (ie his fire powers differ from his electricity powers etc) you can give his MF a VPP to pull them from (if your comfortable with that). It really shouldn't be made less costly, it is a very powerful construct, of course if your GMing it you can vary the value of the Limited Power Limitation to what you feel is appropriate. One thing to do to reduce the cost, Inherent isn't really necessary for the build. Drains on a Desolid are basically worthless anyway (as you have to drain the FULL AP of the Desolid before it has any effect) and based on your SFX anything with enough power to fully drain a 80 pt Desolid should probably be strong enough to take him out of his multipower all together. To prevent him from changing back make the Multiform NCC (since that is something he cannot control, unlike the Desolid which is built so that there is no control involved) and remove the Conditional Power limitation. You (the GM) decide when and where his multiform kicks it, and it doesn't necessarily need to have a scripted (such as 1/4th BODY, what about attacks that don't DO body?) trigger in that case. You can have him switch when you feel its appropriate (and it also prevents him from being able to cheaply cheese into it by having a buddy blast him into energy form.)
  16. Trigger WOULD work like that, but pretty much any GM would be highly likely to forbid that construct. Also note that Cumulative only allows you to gain the maximum you could normally reach on the dice without a further advantage, so with all the advantages you are piling on you either are cheesing it to death abusing 1d6 of Mind Control (the sort of thing that got "Increased Maximum Effect" pulled from 6e prior to CC) or your power is so expensive that there really isn't any reason it shouldn't be that effective. (EGO+50 means at least 60 Max Effect so thats at least 10d6 Mind Control, add on AOE, Invisibile, Cumulative, and Variable Trigger and your looking at an AP in the triple digits)
  17. Any person trying to create any character for any game by "guessing" what something does is almost guaranteed to be disappointed. You seem to assume that every "new" player will automatically assume that Dexterity will allow them to hit things better and dodge things better as well as the other stuff it currently does. I would disagree with that statement as DEX is used in many different systems for many different things and a while a new player might come into the system with some current bias's based on previous gaming experience that bias is in no way guaranteed to be along the lines you suggest. Also, figured characteristics added extra math, with many different formulas which slowed down character creation which is a far greater bar to entry for new players than "guessing" what things do when you create a character.
  18. That would be determined by the "heal back" factor of the transform (which all transforms are required to have). If it heals back normally then Regeneration works like it normally does. If not then it would depend on the actual heal back condition used.
  19. I don't know that "other" would be the issue here, and psychic bond doesn't really affect any thing regardless, but as a GM I would likely forbid such a construct as being somewhat abusive. Think about how that would work with normal defenses and you can easily see how it could get out of hand.

While I am by no means a spokesman for DOJ and so this is merely speculation it is likely that the move to Champions Complete was made to make the game less intimidating to new players and hopefully increase the player base. The 6e Core Books are really large and intimidating, and they actually look alot like textbooks with the size and the way the hard covers are designed. Buying both of them (which is required to play) is also a good deal more expensive than buying the smaller, softcover Champions Complete which would be a further barrier to entry for many prospective players. As to reprinting 6e it is VERY expensive to print a series of hard bound books and it is doubtful they would sell well enough for the company to be insured a profit (in order for the profit margin to be reasonable you need a fairly large print run in order to reduce the printing costs of each book, which represents a rather large investment and means that they would have to sell a very large number of the books to remain profitable.) They are of course still available in pdf form if you want access to the extra examples, explanations and the like. Honestly I believe they are better like that, you can have the smaller Champions Complete books to carry around with you, and a digital copy of the more detailed rules in case you need to reference them on occasion. Trust me, carrying around those behemoths constitutes a workout! Of course, again, this is just speculation and opinion.

That would probably be something you would get a GM to do (basically "Force" powers are the mental powers of the Star Wars universe so for the vast majority of them treat them just like mental powers (assuming this is set in the Star Wars Universe). Other comments: The lightsaber really shouldn't be in the force Multipower, it is its own thing and might have a second multipower dedicated to it (different ways to use your lightsaber, HKA, Thrown, Deflection, etc.) Pouring it all into one Multipower does NOT fit concept and (at least IMHGMO) should not be done (its basically a points cheat). Don't forget mind control ("These are not the droids you are looking for"), Precog, and a General vague and unclear Clairsentience ("I sense a disturbance in the force"). Finally, LS Block would either be some sort of huge +OCV with Block, or tons of DCV. As it stands your PD/ED version basically means that the LS is used to prevent some of the damage of an incoming attack (and would also be useable to negate AOE damage). I have never seen a Light Saber used in that fashion.
  22. possibly, but I do not believe we have ever had a real writeup of ARGENT as of yet so its hard to say. I know they are also "High Tech" but i haven't seen anything from them with MD on it either (at least not in any villain descriptions where it mentions they got their tech from ARGENT).
  23. To use a potion for her power form either buy it as a Multiform with a limitation (such as OIF Fragile, or maybe charges) or you can simply buy all her "powers" with OIAID and one of those limitations.
  24. The one issue I see with that is that it really hurts the Hulk/Captain Marvel type concepts. Where you have a Super Powerful form and a normal human form. This concept is not trying to abuse the system but would wind up limited to a much smaller (and therefore less competitive) Super Form. (If both Billy and Captain have to pay for the Multiform, Captain is only a 320pt hero in a 400 pt world.) The other issue with that is that "paying" for the multiform can be reduced as a penalty by simply loading up on limitations as always.
  25. Using Aid for this will probably wind up being completely unbalanced. If you are creating a villain thats fine but for a PC you are running into the issue that your aid is increasing damage that they have NO resistance to. Nothing can prevent susceptibility damage so being able to up the damage for the low cost of an aid (not to mention the fade rate issues) could be unbalancing.
