I am trying to come up with a system to convert City of Heroes/Villains (CoX) characters to the Hero System.
I'd like to do this in a way that takes the level of the character into account.
I think the first step to doing this is to get an opinion based on those that have played it before.
How many points would a 1st level character in CoX be based on?
How level would the character be if they started on 250 points? 350?
How much damage would be done at these levels?
For a basis for comparison, let's use the Electrical Generation power set for the Blaster archetype.

The point I'm trying to make is the powers that be are giving you a chance to help word a law that can. By not helping, they will just make a law that does what they want without regard to superpowered beings.

The assumption is that there are beings with powers in this world. If it helps, think of this universe more like Dark Champions: The Animated Series.

The intent of my question was to inspire debate. I know that there are a lot of issues related to superpowers and the like, but since the supposition is that if you don't help to draft such a legislation to deal with the problem, the paranoia might make them panic and they'll draft an extreme version of the law that the hero community would not like.
For instance, do they just make potentially hostile powers illegal to use? Under what conditions to they allow the use of powers?

I posted it in both as Dark Champions characters might have a different viewpoint than conventional Champions characters.

You have been called to work with a congressional committee to draft a Federal Law to make using superpowers illegal. How would you set up a law to do this? If you fail to help them, you risk a more extreme version of the law being enacted.
Edit: You can make the determination under what circumstances this is so.

Captain Patriot: The Sentinel of Freedom would be appalled by the letter. After going to the UN and verifying that the status in that country is valid, he'd go to work.
He'd get some help from his contacts to get inserted into that country with any allies he has; likely his girlfriend, Justice.
After getting their supplies in order and entering the country, she would meet up with the local leaders, find where the rebels are situated and prepare the village for the next incursion.

What I'm looking forward to is Issue 14-The Architech.
The promise of creating our own missions opens the opportunity for some Roleplay with my friend's Supergroup. I could make missions specifically designed for them will bring renewed life to many players.

I'd stick with 'Only in Heroic ID' as there is less work in managing the character as you only need to deal with one character sheet and not two.

The basic concept is a computer guided missile, but it has the ability to network with other missiles of the same type and form a tactical net (and if enough link, an AI). the missiles only purpose is to reach its target (or possibly to defend it). The more missiles the smarter the swarm (dodging point defense fire, targeting key systems, etc..).I'm also think of allowing the missiles to be launched against another swarm (in essence anti-missile missiles)
Again' date=' this is the Hero system. You have to focus on the [i']effect[/i], not the cause.If I am reading you correctly, the effect is an increase in the to-hit roll that rises with the number of missiles in the net.
Nyrath's right. The swarm concept works by overwhelming the ability for the enemy to defend against the missiles. On the offensive, it is just an OCV bonus with either, a damage bonus based on how much you hit by, or just use autofire for the missile attack. Defensively, an OCV bonus and Missile Deflection.

I've been running this character for a while and I'm looking for suggestions on how to advance this character.
Based on the background of the character, she's a hybrid of human and alien, who developed the means to create tech on her father's people, the Amunites. {Amunite Technology Fabrication: Major Transform 0 1/2d6 (matter to circuitry), Partial Transform (+1/2) (15 Active Points); Extra Time (5 Minutes, Only to Activate, -1), Requires A Skill Roll (-1/2), Concentration (0 DCV; -1/2), Restrainable (-1/2),
Only In Heroic Identity (-1/4)} and during our last game session, she got access to an Amunite Database with detailed info on her people. The Amunites are beings that crashlanded on Earth at Egypt during that impressionable time in human history and are the basis for the Egyptian gods myths. Stuck in an area of sand and stone, the Amunites used the limited tech available to create simple geometric shapes to create some power generation systems to feed on, the pyramids acted as solar collectors which focused their power into a central area where they slept.
Edit: This character works for Beta Flight in Canada with Tundra, a cold based hero; The Mighty Quinn, an Inuit Brick; and The Canuck, ex-hockey player with hockey themed weapons.
Any ideas?

As a lark, I was reading Empowered by Adam Warren and I was curious if anyone had ever written her up before.

CoX goes on the assumption that you have a base 75% chance to hit, which can be modified by some in game items.
They do have a system in place to avoid being hit and resisting damage, but it isn't an active system. There are minor powers that can add to avoiding getting hit, but it is relatively minor. They don't even take range into account for potentially missing attacks.
