Feitian Gui(Flying Ghost)
 
Zhang Wei Liu was an architect and building engineer who felt his work was overlooked and in some cases out right stolen by his peers. Bitterness and paranoia filled him and finally he snapped. Designing a flying wing suit apparatus Liu sought revenge against those who wronged him as Feitian Gui and preyed upon their fear of heights by snatching them from the ground and then dangling them from the Shanghai Tower or other skyscraper. Sometimes he would spare them merely enjoying the utter fear he saw in their eyes as they begged for mercy. Other times his rage led to them being dropped thousands of feet to their deaths. Since he began his attacks his targets vary between ones of personal revenge, random victims, and those whose intimidation or elimination is advantageous to the Fear Five.

The Bloody Cat was thought to merely be an urban legend, a dirty rag covered barefoot street urchin who watched over Shanghai's stray cats. However now it is clearly all too real. Whether it is a supernatural entity or an individual with powers that merely adopted the name is unknown. XDM can instill a paralyzing fear of cats in a target and controls an army of stray cats that attack at it's command. It targets any individual who would harm stray cats and especially those who would butcher them for food. 

Milo Aberdeen was an obstetrician and geneticist who was obsessed with the idea of the Amazonian female. He conducted secret genetic experiments on his patients to not only ensure females, but physically and mentally enhanced offspring. However these experiments only resulted in bizarre defects and upon investigation his crimes were revealed and he was imprisoned. There was one successful subject, Tara Walsh. However despite her genetic gifts her origin as part of Milo's experiments made her life hell. Her parents felt betrayed and couldn't except her. The media made her a sensationalist victim, the medical community a subject for testing, and some religious groups labeled her a soulless creation of a man not God. Her teen years continued with abuse from her peers who she outclassed physically and mentally which just made her more of an outcast and freak. Then Aberdeen was released from prison and he eventually made contact. He expected her to be grateful and perhaps become the first in his army of super women. She snapped his neck without hesitiation. Having killed her "creator" and still filled with rage she took up the name παρίας, the Greek word for pariah, and joined the Seven Sisters. She stands 6'5 and possesses superhuman strength and reflexes, but her true weapon is her tactical brilliance. She is the planner of the team and her strategies utilize the Sisters abilities and teamwork to their utmost.

Tall and impossibly thin this monstrosity has sickly grey skin with it's bones protruding out. It is always surrounded by flies that also nest in it's flesh and especially around it's nose, mouth and empty black eyes. While appearing fragile it can regenerate most any damage quickly and has superhuman strength. It's main attack is grabbing a victim with it's bony hands and breathing a black fly filled fog into their face. Breathing in this fog causes the victim to fall ill with a wasting disease that will kill them in the space of a week.

The problem with the world today is that people are too loud. With their TVs, their music (in cars or at home or portable), their computers or their speech. This is what led to Shush. He hate noise and so eliminates it. That might means he kills someone particularly if he has destroyed something causing a noise and they then can't stop screaming. Peace and quite is what he wants and peace and quite is what he will inflict on everyone. Be warned.  

Rudy Lee Ray was a night club owner, pimp and stand-up comedian whose buck wild material attacked The Man and riled up his crowds. This put a target on him and one night he was gunned down by the police. Near death he crawled into a toy store and using a spell taught to him by one of his ladies transferred his soul into a Lil' Bro action toy. Now all the suckas will have to pay to the illest little motha you ever seen, who is crackin skulls with kung fu and bustin caps too. Here comes...DOLL-O-MITE!!

Possessing the power to charm and enthrall with her Cupid's Kiss the Love Dove specializes in robbing weddings of the ultra rich and often stealing the groom away while she is at it. 

Iron Duke
 
A large almost mini-mech size battlesuit piloted by Gareth Adkins that has a huge battery of artillery cannons across the shoulders, chest, and arms that can fire a variety of specialized ammo. Adkins is part of the group to build his wealth and power base to eventually return the British Empire to it's old heights, with him as it's one ruler naturally. The other members tolerate the future "Iron King" but are leery of his personal motivations that may jeopardize the team. 

The biggest coward of the group is Craven Raven. He is all mouth and trousers as the phrase goes. Even police officers with guns can scare him off. As soon as the job starts going south Craven Raven panics. An able thief under ideal circumstances but when does that ever happen ? He can fly fast and uses this to make a clean getaway.
 
And as we have the minimum and no-one else wants to do anymore birds

Who are the five villains involved (not the bat obviously) and what did they do or what power did they/do they have that caused such puzzlement

Ms Harmony
 
The non violence policy of The Babylon is respected for the most part, but in situations that have bitter rivals with high potential of aggression meeting Ms Harmony steps in just in case. The diminutive unassuming elderly woman has the mutant ability that acts to pacify her targets and if they somehow still attempt an attack they are suddenly overwhelmed by the intense debilitating pain. Cybernetic assassin Ace Killcannon of the Wildcards said it felt like his entire body was turned inside out when he tried to take a swing at Wisecrack the Clown. 

New Team: name 4-6 members of the staff of The Babylon a hotel/resort/safe haven for supervillains where they can hide out, recover from injuries, relax and have meetings with allies and enemies on a unique neutral ground. Very much in the vein of the Wick-verse Continental or the Hotel Artemis. 

I like the legacy aspect and the depth of Red Storm's character provided in just a short paragraph, so I'm awarding this one to Quackhell.  (Though I really liked the Blazing Sun name from SteelCold, so we'll call him a runner-up.)

I actually like Lonestar City (which can be shortened to Star City or simply Star for short).

You just proposed an entire Western city laid out as a pentagram....there’s got to be some cool Weird West stuff going on.

Well how far west?  WE talking Texas?  Nevada?  This will give an idea of terrain outside the city.  
 
As far as concepts, take an idea I saw in a villain supplement.  Up till now the city has had some Super's, but not a lot.  Now some enterprising villains have decided to re-locate.  Thus the need for some stalwart heroes.  
 
Also maybe a high tech firm (Star Labs) has decided to open a branch here as it is supposed to be a quiet area for research and development: Cue more bad guys coming in to rob a place that seems to be a push over.
 
Gurps had a villain supplement with an organisation called Technological Research And Development Enterprises (TRADE).  They steal high tech gear to look at and make cheap knockoffs.  Because it is so quiet, they have a major research area in the city.  Just waiting for heroes to run into it.  
 
Maybe a giant Dream Catcher outside of town with a mystic guardian that is getting old and things are .... getting loose!

Red Storm
 
Anatoli Tarkov is the son of the Cold War era soviet superhero also named Red Storm. His father participated in the August Coup and was slain by his former teammate Venerable Ilya. His mother thereafter sought asylum in the United States. Anatoli's energy and weather manipulation abilities manifested in his early twenties as the genetic treatments that empowered his father were passed down to him. Anatoli decided to adopt the Red Storm name and claimed he was rebelling against the Western Ideology and embracing hardline Communism. However this was largely just talk. Anatoli enjoys the wealth and infamy that come with being a supervillain more than any political motivation. 

Red Sun
 
Australia has a new hero, the Red Sun. He operates in Sydney mainly but has also been seen in action in Canberra, Melbourne, Hobart and Adelaide. His flight enables him to avoid a little bit of the damage that most superfights generate. He has managed to tailor his energy powers to do minimal damage to people despite the fact villains are aware of it and take action accordingly.

Claude Matsuro is of Caucasian and Japanese parentage and because of this he was often persecuted for much of his life in Japan. When his mutant powers manifested, he took on the name Blazing Sun to bring Japan to its knees and forge a new empire.

This is Red Bolt, a flying energy blaster. A superhero, he can come across as extremely cocksure and arrogant, forgetting not everyone can shoot energy from his hands, fly, or is stronger and quicker than a normal human. Prehaps because he is an alien from a race where everyone can do what he does, as oppose to here where a select few can do what he can do, he feals superior to others.

The woman known as CoBolt is a mid-level speedster with a wide range of trick crossbow bolts at her disposal thanks to an ARGENT storage facility she literally ran into one day.  She's not quite a heroine, more of a vigilante and sometimes mercenary (if the pay is right and the job isn't too distasteful). 

Lurkey Turkey uses his invisibility powers to scout crime locations for the Word Birds.  He has also been known to employ high-flying drones to drop live turkeys as a distraction.  ("To my dying day, I swear I thought turkeys could fly!")

Stygian Pigeon knows all the dirty tricks and is quite capable of opening the door to Hell, but he is content with popcorn
