Origin:  Dr. Ian Steele earned the money for his Medical Degree through a series of con games.  Despite becoming a successful society doctor his greed made him organize a staff of criminals to carry out lucrative medical theme crimes.  The Crime Doctor is currently being hunted by four heroines with medical backgrounds he has encountered over the years.
 
Appearance:  Dr. Ian Steele is a tall and handsome young man.  As the Crime Doctor he wears a white surgical cap,  mask,, gloves, and gown.  
 
Powers:  The Crime Doctor has become very adept at sneaking around and avoid being scene or heard.  He uses a variety of weapons that will harmlessly restrain someone at range, and had a variety of devices to render someone unconscious at close range.  Transportation is an ambulance used to transport his staff and stolen goods.
 

Shaolin Jackson Master of Funky Fu
 
The teams martial artist who was active in the 70s with Black Belt Boogie Brown and Sister Sayonora Jones in the Disco Dragons. He isn't quite as spry as he used to be, but now incorporates his walker into his combat tactics with surprisingly effective results.

Trent Stratton was your typical douchebag frat boy and head of the Phi Tappa Kegga at MCU. One night he and some of his brothers broke into the Chem labs and on a dare Trent shotgunned down the contents of some random test tubes. Somehow this didn't kill him and instead imbued him with telekinesis, telepathy and low grade mind control. Upon discovering his "wicked sick powers" he ditched college and became a amazingly annoying supervillain.

The Falcon always strikes at midnight. No one knows why. This bird of prey is the doctor's back up if the other members of their association can't get things done
CES 

Princess Zelink Marpeach drives the Royal Ride, a car that resembles a glass pumpkin on wheels. The Ride's primary abilities are in its hardened skin and tentacular reach. The Princess is a very good swordswoman, kickboxer, and had a master of exotic plants to fit the occasion.

It is a Truth universally acknowledged that it is impossible to find a surface on which anything can bounce. It was this bon mot which set Professor Rudyard Inglethorpe on the causeway to greatness. It was he who developed Boing ! which in turn inspired the creation of Bouncey Bouncey ! the revolutionary vehicle which can bounce on any surface. It is piloted by Kenneth Clark a mild mannered motor journalist by day and in his secret identity Klipspringer Supreme pilot of the aforementioned vehicle. Mr Clark carries a variety of things in the vehicle which will aid in a rescue as well as a variety of disguises which he needs as he goes from journalist to antelope based hero and back again. 

Amelia Melvin is the Big Hit. Amelia is able to absorb kinetic impacts and turn them into a hand to hand attack that can punch through steel at the top end.
CES

Water Boxer
 
Boris Ogunduv is Water Boxer he can cause water to form fists and he can then hit people with them. He cannot lift anything with the fists or slap or strangle anyone. But he can box with the fists. This does not seem to cause a lot of breaking damage (STUN not BODY) and he cannot by deliberate action cause someone's death. He tends to wear bulletproof clothing which can also absorb knife blows as he has no natural protection. He can use any liquid which has water content to make the fists like orange juice or beer but water works best whether it comes from a bottle, a tap, river or sea. Boris does not work with Russian organised crime as he finds it too obnoxious and aggressive.

Chin Wa is the Dirty Dicer. WIth a nom de guerre like that, he should be a knife fighting, sword slashing, cucumber cutting chopper of a villain that sends heroes and civilians running with his impressive stature and physical presence. Chin is a master gambler that uses trick die to hex anyone who gets in his way.
 
If Chin and Lucky Al are working together, Chin's die should increase Al's own natural luck by hexing anything or anyone in their way.
CES   

The racer known as See Plus drives the Near Automaton, a car made of blue light and symbology. The car changes shape to fit the conditions of whatever planet the race is on at the moment. See Plus has been known to do solid projections as part of his suite of powers to help people during catastrophes.

When Dick Meacham approached a UFO that had landed in his cornfield, it suddenly shot upward and vanished into the distance.  The after-effect of its warp propulsion unit bathed him in strange, alien energies, endowing him with the ability to manipulate energy fields for offense and defense.  A short while later he was contacted by Rollinhex, an intelligent bipedal mouse from the planet Valthoras, who could run and fly at super speed.  Rollinhex--"Rollie" for short--invited him to join The Avatars, an interstellar organization of superbeings dedicated to protecting the universe from the forces of evil.  Meacham was given a costume, and Rollie became his training officer, teaching him how to use his newfound powers, when to use maximum force--and when not to--and the intricacies of investigation and interstellar police work.  Meacham isn't sure what to make of his new life--he was perfectly satisfied being a farmer and leaving all the super-battles and the weirdness to the "big cities."  For his part, Rollie is annoyed by the Terrans' inability to take him seriously--but he's just so darn cute.

The big one is the supervillain Propagate, I've been looking for a clear picture of him for years. He's best known for the fact that his sonic blast waves gets more powerful the further they travel from him out to his maximum range.
 
He generally tries to start off combat by sniping from long range or does an area of effect attack from surprise. He's not exactly a pushover at close range, still quite formidable in fact, but he generally tries to work with a partner since close quarters combat isn't his forte.
 
I've not seen this most recent partner of his. Given the similar costume, I'd theorize that this might be the alternate universe Propagate from the Earth which Captain Profound discovered last year where all the intelligent inhabitants of the planet were variants of Earth animals.
 
If the appearance of this alternate Propagate indicates that a full scale breach between the universes has been found and exploited, this could be major trouble...I mean, it could be a big problem, not "it could be Major Trouble", the hometown hero of Buffalo, NY.

The Zoid
 
An extradimensional imp that was somehow brought into this reality through an ad campaign for Checker's Pizza to "Avoid The Zoid". It's sole purpose is to ruin the quality of delivery pizza and it seems incapable of using it's wide array of reality warping powers to any other effect. How these abilities will  factor into the plans for the Bat and the Doctor's scheme is any body's guess(possibly the masterminds themselves).

Vacillator
 
Maisy Mills is meek, mousy and terrified of making the wrong decision. She is also a broadcast empath who can pass those tendencies to other people magnified ten fold. Security guards will hesitate to draw their gun, bank tellers will fret over tripping the alarm, heroes won't know who to fight or save first etc. She can basically paralyze individuals and small groups with indecision. She doesn't wear a costume and blends in to a crowd easily and is effectively more of a non combatant and secret weapon for the team.

Blindspot
 
Jesse Briggs is a hacker specializing in erasing and altering security, traffic and closed circuit camera footage to conceal any trace of the clients activity at or around the crime scene.

New Team: The Cleaners
 
A 6 person team that has abilities or tech that allow them to clean up crime scenes removing evidence and disposing of bodies for criminal organizations, assassins, supervillains etc.
 
Super Visor-The team leader is Carla Manetti whose family has been in the body disposal business with The Family for years. She has adapted things to keep up with current technology and investigative techniques. She utilizes a high-tech visor that allows her to scan the area and determine if her crew has properly removed all incriminating material. She is meticulous and a perfectionist and demands the highest standards from those who work for her.
 

Stygian Destroyer
 
Representing the Fifth Circle: Wrath is Tariq Nassar. Nassar was a occultist who after much effort acquired the Dagger of Thoth-Amon. He used it  to summon the waters of the River Styx and conduct a ritual of bathing in a mixture of the waters and blood of seven sacrificial souls. He sought god like power, but instead was transformed into a monstrous raging beast. He went on a rampage of destruction and slaughter only to return to the waters and go into an inert state where his mind continued to brim with hate until the next awakening. The Nine Circles managed to discover his location and used some mystic wards to gain control of the monster and now use it as a weapon to destroy their enemies and foster panic and mayhem in the world. The Destroyer is 20 feet tall, immensely powerful, seemingly indestructible and bleeds and can vomit poisonous stygian waters.

The dashing, daring, and debonair Mako Magnifico pilots the SabreShark Supercycle.  Mako has cybernetic implants to enhance his reflexes to handle the high speeds that the SabreShark is capable of and his strength to keep it under control. His weapons include a laser katana array, micro missle cluster launchers and for defense he relies on his speed and his heightened reflexes to dodge attacks. He is a bit cocky and at times takes unnecessary risks, but he will put his ego in check when it comes to helping those in need.

Somnus
 
Nico Garibaldi has the ability to enter a targets dreams and extract information, plant disinformation and in extreme cases conduct a mental attack that kills them.

I think this concept has been done before and if so just disregard and the next person with a solid idea can take the spot.

Sister Mary Abigail took a vow of silence, but soon discovered that she was now actually mute. She prayed on her condition and soon realized she could induce silence upon others temporarily. She took this to be a divine gift and uses her power to strike at blasphemers who would use the name of the Lord to spread falsehoods, hate, or condemn or demean His works.

Zabzel
 
A minor shapeshifting demonic imp who was tasked to seduce and corrupt people into committing adultery. However an encounter with the Four Gospels saw Zabzel reforming into an agent of good and joining the 10 Commandments. Now it uses it's power much like it used to in charming individuals who have a desire to stray from their spouses. Now instead of committing the act and dooming their souls Zabzel shapeshifts into it's true demonic form to "scare them straight" or more often into the image of their spouse, children or other loved one to counsel them to change their ways.

Cat and Mouse
 
This is the result of the media naming the duo. 'Look it's a mouse, so that must be the Cat !' and the names stuck. Although the Cat has no powers that are actually catlike. He projects energy and is a medium level brick (STR35 to 40). Why the mouse exists is not known although he is a decided benefit to Cat as he fights stronger and harder and with more determination even being more insightful in fighting crime.

Champagne Charlie
 
A woman so tough that she wears an eyepatch over both eyes with red skulls. Charlie hails from France thus the nickname. She drives the Crimson Corvette which isn't really like a corvette. It is an air car which allows her to travel through the air. She is a skilled mechanic and is capable of structural repair but she needs others to assist in the heavy lifting. Something happened to her eyes which is why she has the two eyepatches but there seems to be something odd with her eyes that she does not want orther people to see. 

The "sidekick" is the real hero, Mega Mouse. Mega Mouse is, in reality, a normal mouse who had his brain augmented with amazing mental powers, including mental illusions, and a android shell where his brain is incased.
 
He "creates" Alpha Man from his illusion casting abilities because nobody would accept an uplifted mouse's brain in an android body which appears kinda like a cartoon mouse as a serious superhero.
