The Orchestrator-
 
Chelsea Walsh is the team leader and the person that brought them together. While her own musical ability is sadly lacking she has an almost extrasensory ability when it comes to listening to sounds and uses that to determine patterns and be able to predict dangers and potential disasters and crimes. It allows her to see a situation like a robbery or a kidnapping and create a plan that allows the team to execute their abilities in conjunction to produce as she says "beautiful music" and win the day. She utilizes the Sounding Room in the Music Society's base of operations, called the  The Conservatory, to magnify and "read" sounds that the team broadcast back to her while  in the field.

Il Conduttore-Claudio Luisi was conducting a symphony orchestra when the music hall was attacked by supervillain the Mad Maestro. He wrecked havoc while raving that all music was inferior to his creations. Luckily the superhero Valorosa was also in attendance and the two battled. As Luisi scrambled to escape he grabbed his music sheets and baton. However the baton was one of Mad Maestro's and was enchanted. Immediately feeling the power Luisi channeled his musical training to help Valorosa defeat the crazed conductor. Inspired Luisi became a hero himself. His baton is magically powered and allows Il Conduttore to create a variety of effects all accompanied by appropriate music generated by the baton. Flight, inducing sleep, powerful destructive sound waves, and a deafening cacophony are amongst his most used effects.

Water Works-
 
Ruthie Sullivan is a plumber and inventor who created a juryrigged water powered set of armor made up of various plates, pipes, valves and hoses. The armor is outfitted with an internal water supply, but when she connects it to an outside source she amps the power of her wrist mounted water cannons and her water jump jet boots to frankly wildly out of control and dangerous levels. It is not unheard of for Water Works to end up flying through the air on the end of a hose while flailing and firing powerful streams in all directions, but she means well.

Corporal Maya "Lucky" Lopez served in Iraq with the most recent iteration of the Brigade and is the first female to be a member. She earned the nickname Lucky after surviving some heavy engagements without a scratch. However her luck finally ran out when an IED was triggered while she was on a patrol. She lost the majority of her left arm, both legs and received major damage to her torso. She eventually volunteered for a new cybernetics program and this time her luck held as she was one of the only participants whose body did not reject the implanted tech. Her cybernetic left arm grants her heightened strength, her legs heightened speed and leaping power, and her torso is lined with an armor plating protecting her vital organs.
 
New Team: The Utility Players- Five heroes whose powers correspond with public utilities like gas, electricity, water, recycling, wind power, sewage etc.

Renard A shapeshifting pansexual prankster, spy and con artist. They claim to be a mutant, but some of the instructors at the Academy suspect a mythical/mystical origin is more likely. They can assume the look of any human, but can also take the form of a fox or in cases of combat a fierce human/fox hybrid.

La Petite Marianne
 
Isabelle Belmondo is La Petite Marianne which is basically the Marianne in training. Once she has completed her schooling she will be thoroughly trained before assuming duties even if the current Marianne is dead or disabled. The French learned their lessons about rushing someone into service early.  As with Tricolore, Isabelle will be conditioned to resist specific anti-French attacks/sentiments because those who are symbols of their country seem to attract more of a bounty than other heroes. Isabelle does not really like training with Michelle Dubois as Tricolore is fully trained and can easily beat her. Both are trained in savate (because French) but Isabelle will not be fully ready for another couple of years.

Massif Central
 
Roget's Academy has great hopes for Claude Giroux who is a brick. He can turn into something akin to an earth elemental well more of a rock elemental. He is a lot smarter and wiser than Eiffel but he cannot grow like the latter and Claude knows that Eiffel can pick him up and throw him or stick him on a roof if he feels like it. Unlike some who mask their ambitions Claude is loyal and dependable. He may not be the next Mastermind but he could be the Mastermind's lieutenant..

Le Mime Sauvage (The Savage Mime) is an oddball even among a country of oddball mine supers. If Le Mime Sauvage touches you, he can force you to any action he does. He can only link himself to one body at a time.
 
He was already a supervillain, alass one with a low success rate, before going back to school at Roget's Academy. He is focusing on developing various physical skills to increase the range of actions his puppets can do.

To be clear, are we talking the best student or the best potential hero?
 
Because Baguette, their school's practitioner of the ancient French martial art of Do-Fu, has x1000 Speed Reading, Eidetic Memory, and PS: Student to go along with her deadly but tasty weaponry.

Kenny Briggs was the best kid in shop. When he stumbled over the ship's fabricators, he knew he had the means to make anything he wanted. As the Fabrikid, he sits back and uses his arsenal to help the others out on their schemes while testing new builds to add to his standbys.

(Because you know American Eagle was taken) When you absolutely, positively need to look evil in the eye and punch it in the face. Repeatedly. It is the American Way. And not shooting people because only the cops are covered for that. You have to be American to fight evil. And you have to be buff. Really buff. Because it shows off the suit really well if you are buff. It make the chicks come over all peculiar. It does help that the suit is bullet proof. That upsets the guys with AK47s no end. Until they are punched unconscious.

Captain Flashpants is a speedster whose costume pants were stolen during his first outing as a hero. The photo made all the tabloids and the name he'd picked for himself was never published. After fighting a losing battle with the press, he's finally embraced the name which he was given.
 
But now he wears a unitard in an attempt to avoid future embarrassment.

As no one else has posted, and over a week has passed, I will claim my victory.  Thank You, Quackhell, for posting a nifty image.  I'm sorry it didn't get more responses, but I figure that like with Monsieur Valliant and Zenith X earlier in this thread, I got it right the first try.

He is the man with the plan. While the others were looking just to be cool, Alvin carefully studied the tech and worked out what could be used for a particular purpose. Alvin also decided on what he wanted to do namely steal things and not get caught. He goes by the nom de plume of The Removal Man. True it is not the coolest name but that's psychology. Let the others have the cool names, the cool looking tech. Who at the end of the day is still going to be free ? Alvin. Alvin developed some of the tech to mirror the invisibility that he saw in the film Predator. Also a remote telekinesis device which he incorporated into his suit.

St John "Sterling" Silver. 
 
The Silver family line is full of brigands, cut purses, highwayman and pirates. Over the years, as their wealth and influence grew, the need to steal to survive was replaced by the challenge of pulling off thefts that were thought to be impossible. St John, equipped with the skills passed down by his parents, grandparents uncles and aunts and with vast wealth is able to plan, coordinate and execute daring heists that leave people gobsmacked. The Baramunda Ruby secured in a time sealed, reinforced ultimanium vault protected by laser tripwires, pressure and temperature alarms and a squad of mercenaries? Done before tea time with the Ruby replaced by a tin egg bearing the Silver family crest. The one of a kind prototype supercar the Veron Mark IV owned by Prince Namir and kept in a bunker under tons of desert and stone and only the Prince's DNA, retinal, blood sample, voice and image match can access it? Child's play my dear boy with the car replaced by a broken wind up toy. Thus far no one has ever been injured during these heists and many times it was days or weeks before anyone knew they had even occurred. St John most often won't keep his prizes either. He has auctioned off priceless relics for pennies and gifted others to charities and watched bemusedly as the rich have had to take them back and suffered the bad press.

Sue Haskins was messing around with what she thought was the ships teleporter and ended up being the aliens food synthesizer. Her body was transformed into a gelatinous mass but she somehow retained some low level intelligence. The Brigade were eventually able to get her to follow basic instructions. Her body can absorb tremendous punishment, is considerably strong, can stretch short distances, entangle or engulf enemies, and ooze through small openings. The Brigade named her after the amusing/gross sound she makes when she moves.
 
 

Otis Hampton discovered that the ship had portable forcefield projectors. He took them and the hologram creators and joined the technology to become Flash Mob.

A farmboy in Kansas discovered a spaceship buried in the back forty. He showed his friends. THese five kids adopted technology from the ship to become thieves and vandals. Who are the Starlight Brigade?

The biggest vandal of the group is TrashR. He enjoys using a jetpack and blaster to blow up things in a creative way like the struts on a bridge or part of a billboard so that it collapses and is a hazard to people. Because that is what he does, that is what makes him stand out to the crowd. Otherwise Tom Sullivan would be a normal kid. 

The Paint specializes in paintings that are replaced with forgeries at the time of their theft. it is believed he is a master of camouflage because no one sees him doing his deeds. Eventually the copy turns into a dripping mess to show the museum/gallery they have been robbed.

While the Brown Note can disable people with the sound of her voice, her cousin Marion Jeffers is the Blue Note. The glow of her presence slows everything down while she jumps into action.

So I'll start right off with the elevator pitch:
 
Scorch is a ghost. Previously the fire-using heroine Firebomb (F-Bomb to certain close friends) she overloaded her powers to create an explosion big and hot enough to immolate a cloud of airborne bio-warfare nastiness when a certain villain's plot was not quite foiled in time, her only remnant a shadow etched into the sidewalk and up a wall. Some time later, however, that shadow peeled away... and Summer awakened to find herself in a strange twilight existence, less than paper-thin and able to stretch long distances like, well, a shadow on the wall. Despite this mostly immaterial nature she still interacts normally with the physical world, and can even be hurt by normal means. The only vestige of her former powers left is the ability to make herself burning hot, and sometimes burst into flame at moments of stress. Not that she lacks for stress, looking for her place in a world that knows her former costumed identity as a martyred hero, and no longer able to just take off the costume and be another civilian.

I think this is probably the weirdest character concept I have ever had, or perhaps tied with Ten-tickles Therapist, a stereotypical H-anime tentacle alien who's actually just a sports medicine and massage specialist who crashed on earth after a hyperspace accident. F-Bomb was the character I made to try out Champions Online's fire blaster F2P character class, a tall black woman in a typical skimpy flame-themed uniform with an orange domino mask, a big also-flame-colors afro, and an F-logo belt that's one of the Foxbat costume parts you can get during the annual week-of-April-1st special event. Naturally, the whole character design grew out of trying to come up with something to do with Foxbat's stupid belt
 
What are the oddest character ideas you (or your player group) have come up with?

Her name is Jamie Stephens, aka Rumble.  A member of Battleforce Titan, she possesses the strength of twenty men, and can outfight twice that many.  Her costume incorporates a force-field generator that protects her from all but the strongest of impacts.  She's still in high school, and an honor student to boot--not an easy status to maintain when she has to rush off every now and again to save the city/the nation/the world.
