This alien looks like a normal human being and that is how he gets close enough to kill his prey. He is a being who is good at learning the mannerisms of his targets and adapting accordingly. He can be compared to a serial killer as he stalks and terrifies a target before killing them. He has been known to abduct someone close to a target and torment them in order to get a target to come to him. He tends to turn into an amoeba and engulf prey once he has tired or to complete a hunt 

1.  Start a chain reaction that causes every dormant and active volcano in the Ring of Fire to erupt at the same time.  
 2.  Create a tailored disease that cripples the part of the human brain that allows for facial identification.  
 3.  Open a teleport gate in the ocean that connects to one of those water worlds with miles deep oceans.  As the water flows through it causes the oceans to rise until eventually no land will be above water.  
 4.  Teleport a large city into the Cretaceous era.
 5.  Use Sleeping Beauty's curse to put a county into suspended animation with the perimeter walled off by animate thorn bushes that grow back from all damage and suicidal birds that take out any low flying aircraft.  
 6.  Expose an entire country to mutagenic chemicals or radiation to "help evolution"
 7.  Cast a spell to render the written word unintelligible to everyone who doesn't know enough magic.
 8. Put chemicals into city water supplies to render the inhabitants more suggestible.  
 9.  Rig the sound systems at large public events with rays that cause the attendees to gradually shrink to the size of action figures.  
10. Create an extremely popular MMORPG.  There was going to be more to this plan, but that's already evil enough.  I mean there will be lootboxes.  

Slime Boss is the product of an industrial accident at a research lab that was working on a super-soldier serum.  He grew to six feet tall, and his brain developed greatly.  He cowed a number of lesser thugs into working for him, in part because bullets tend to do little damage to him.  The first mission that he gave them involved the kidnapping of a weapons engineer, whom he used to upgrade him cybernetically.  He's now the fastest and deadliest slug that has ever lived.

Corporal Clemson is an unusual case. You see he keeps appearing and disappearing. The disappearing usually happens after he has been shot or otherwise 'killed in combat'. Sometime later he comes back unwounded. Where he goes and what happens is unknown and no-one to date has found out. The corporal is more than a little distressed at this and gets quite agitated if questioned. He recalls he fought in Italy and possibly elsewhere but now operates a Jack Reacher style of existence by not staying in one place for very long. The Incredible Hulk  series of the 70s frightened him greatly as some of the episodes had a resonance. Not the turning into a green brick but the situations where Banner found employment. Clemson is referred to as The Disappearing Man 

Sergeant Charles Victor is a veteran of the Brigade's operations in the Nam against the Unholy Kuo, and the reviled Demon Shadows. Charlie had earned himself a name as the  Moravian Mole for his ability to dig his way out of any situation.

Crystal Long is the Krsytalknife. Anything made out of glass is something that can be turned into a knife to slice her enemies down.

Holy Striker strongly believes that her piety and her strong training in various martial arts forms makes her entire body a holy weapon. Add to that the training in an Indian martial arts named Hammon, which channels sunlight into her body, which God has lead her to learn from the ignorant blasphemers who developed it, and she should be invincible. She plans to use said art to show the non-whites the errors of there ways.
 
But first she needs to prove herself. If her first can turn the undead to dust, then demons should be a piece of cake, right?

If we are to overcome evil then might we not be viewed as evil by those in the public domain who do not share our beliefs ? Thus did Glen Watkins become The Pallid Knight. His reading and interpretation of the Wheel of Time books and the Whitecloaks philosophy has only heightened and strengthened his belief. And those who fight under the image of any God other than Christ are obviously servants of evil. And are not those whose image looks like evil actually evil ? Why yes they are. You only have to look at Liberty Helle   in Philadelphia to prove that. Thus are not those who served in a regiment whose nickname is associated with evil actually evil themselves and should they not be excised from society once and for all ? Why yes they should ! Glen is trained in combat but uses modern body armour in a quasi medieval outfit.
 
And award yourself an experience point if you picked up a direct lift (sort of) from the Villains and Vigilante's product For the Greater Good

Honorable mention goes out to steriaca, your twin/split personality idea was very interesting.

Royal Pain is MI5's resident mentalist and is most often seen in costume providing an intimidating security presence for the Queen at public appearances.
 
He's best known for his psychic pain attack which feels somewhat like you're being roasted alive but he has (at the least) the full suite of abilities you might expect from one of the world's top mentalists. The full range of his abilities are officially a State Secret and the British press are restricted in what they're able to print of his powers and activities.
 
Royal Pain is considered an asset for both MI5 and MI6 (considered, that is, by the public and by many foreign intelligence services though both British services would deny he is a joint asset) and is thought to have gotten his hands very dirty in a variety of situations around the world.
 
But all in service to the Crown, of course.

The Pendragon Emerges, 1940.
 
Arthur King was always teased about his name, growing up as he did in Glastonbury in the 1920s and 30s.  At the start of World War Two, he joined the RAF and qualified as a pilot.  During a training mission,  Lt. King crashed his Spitfire in Dozmery Pool.  Trapped in the plane, he sank beneath the lake.  To his surprise he awakened on a fog-shrouded island being attended by a beautiful woman in a white dress. 

"Arthur, you have indeed returned in England's Greatest hour of need, brought to me by the wings of Merlin.  As before, you shall lead England against a terrible foe to the East."

Leo Winsor is the heroic Griffen Ramped, protector of the realm of England. He is a standard brick type. As long as he is on English soil, he cannot be permanently killed (Regeneration with Resurrection adder, can be negated by removing his mystical link to England). Note: he lines his boots with dirt from home, so just taking him from England will not kill him unless you remove the dirt.
 
On the other side of the equation is his evil twin brother, Lobo Winsor. He is the crime lord Lord Griffin and has the exact same powers as his twin. Neither twin goes masked. Leo is a national hero, while his brother kills everyone who discovers who he is and does not work for his villainous agency.
 
Note: it is up to the GM if there really is a twin brother, or a split personality, or if it is a Sentery/Void thing.

Come rain, come shine The Griffin is relentless. He is stoic. Not for him a quiet night in by the fireside. Not for him 2.4 kids, a house in the suburbs and a cushy office job. No, The Griffin is there to fight crime. Muggers, loan sharks, vandals, pimps, drug pushers all have fallen victim to him. No crime is too small to escape his notice which means that meglamaniacs and their minions are also on his radar.
The Griffin has no mask. You always see his face. And although he is violent he does not maim indiscriminately. 

Blue Moa Slayer : once there was a species of giant birds living on the islands of New Zealand. The largest of them was the Blue Moa, a magical creature of immense potential. It was killed hundreds of years ago by a tribesman on a search for power and glory. The hunter took the blood and imbued himself with the magical power of the Blue Moa with the tattoos that cover his body. Longevity, strength and speed, quick thinking and minor magical abilities....
Over the years and decades the Blue Moa (as he calls himself) has become a power hungry, blood thirsty individual.
He runs at 60 km/h for hours, three times as fast when sprinting, jumps 12m high, 50m broad and lifts a ton

Well winning by default is a bummer, but what can you do? Here is my entry.

The Evangelist-Mark can channel what he considers to be the word of God. To the innocent it provides comfort, encouragement and guidance. To the guilty it can provide terrible judgment and this aspect is accompanied by a golden aura of a winged lion surrounding Mark as he sounds a roar that debilitates the target and against demonic entities can destroy or banish them from this reality.

The Grays-Steven, Jennifer, and Patsy Oliver gained Majesitc's powerful psionic abilities and were transformed into beings with grey waxy skin, large round heads with large  black eyes. They are mind linked and their telepathy, telekinesis etc are much stronger when they are in close proximity. (They count as 3 towards the 12 to help move this along I would think)
 
LGM-(Little Green Man)  Marvin Marshman gained the ability to shrink his body down to near microscopic levels. When his power is active his skin takes on a green coloration. He has recently discovered that with great effort he can also grow to giant size, but this tires him very quickly.
 
Men in Black- His identity unknown this suit and dark glasses wearing man gained the ability to create duplicates of himself. If there is a strange event or suspicious disaster you can be sure one of his copies is nearby to investigate.

Penny Copper the Gizmo Girl is the daughter of inventor/adventurer Doc Copper and accompanied him, often against his wishes, on his travels around the globe discovering the mysteries and fighting evil. She would eventually join the Empire Statesmen one of the first "superteams". The team disbanded in the mid 70s and Penny became the administrator of the Copper Academy, a school for children with exceptional abilities. Sadly the Academy was destroyed by the Lethal Legion and a emotionally devastated and physically wounded Penny went into seclusion. Recently, at the request of the other members of Redoubt she has joined as the resident inventor and tech expert. She now goes by name Doc Copper.

Professor Plunder  was mad scientist arch nemesis of inventor/adventurer Doc Copper. During the final clash between the two Plunder was pulled through a warp portal and ended up trapped in Dimension Z. He was finally able to escape through a rift that opened during a super battle. He emerged in the modern age a changed man. He has mastered control of the Zeta energy that makes up Dimension Z and used it to create an army of mindless automations that he calls his  Zubjects and taken the mantle King Plunder.

Shiver- Ashley Shaw was a high ranking ad executive but found her career ascension halted because she refused to trade favors with her boss for advancement. She was labeled an ice queen and cold hearted bitch at her workplace. Bitter and filled with hatred and desperate for some kind of revenge she attracted the attention of a minor demon named Zyzin who granted her the power to create a tough ice like armor around her body and an icy touch that would instantly freeze it's target. She had become the very thing her enemies had mockingly labeled her and after she gained her revenge she continues to take what she wants and wreak revenge on the world as part of Cold Front.

Brit Lassiter was a corrupt cop gunned down by Tombstone Kid. It turned out Lassiter was but one of a long line of people who have worn the badge and tarnished it with abuse of power and evil deeds. One such ancestor was Bret Lassiter a marshal in the old west. His evil spirit resurrected Brit as a shadowy ghast brandishing poison dealing spectral six shooters. The Dark Marshal now rides with the Victims and looks to have her showdown with the Kid.
