I'm saying that it should have a Barehanded element, because LEOs do all of those maneuvers barehanded as well, probably more than they do with a baton.

I think they've gotten enough done to release on the September date. I won't complain too much if it's pushed back, since there are plenty of other games to play while I wait. I'll definitely be keeping an eye on the site in August though. =)

Nice necro find. Definitely worth resurrecting!
Two comments:
1. Where's the Barehand Element? It has clubs as the free element. IIRC, you only get one freebie element.
2. "Mandible Press" might be renamed to something with Mastoid Process in it, since that's where the pressure point is more than the jaw itself. That one's really a comealong, useful for pulling folks out of cars, for example, so maybe it should have a Grab element or a Must Follow Grab element?

Since you didn't answer the non-design philosophy question I'll repost it:
What does the one level of hardened apply to in the write up for Combat Luck? I don't have revised, and my fifth edition doesn't say which of the three options it protects against.

For the basic form, Multipower with Desolid, can't pass through walls and for attack-enabled mode, a slot with 50 or 75% rPD Damage Reduction to represent being semi-solid. Saves on "Affects Real World" costs on STR or attack powers.
Some NND attacks as suggested above may be handy. Extra Running to simulate flowing quickly for movement. Stretching, to reach out and touch someone.

If the special effect of Combat Luck is avoidance, then shouldn't it have at least two levels of Hardened to account for both AP and Pen attacks?
If the answer is "no" to the above, then which of the two does the Hardened in the write up apply to?

I remember flipping through a friend's copy of the Legion supplement for the Mayfair DC Heroes game, and the Legion's stats were pretty far off the scale, actually. Timber Wolf and Superboy were both quite a bit stronger than the Superman from the core rules, for example. Of course, the power levels varied quite a bit across the membership too.
This was early 90s, though, so I'm not sure what era was being represented by the rules. I remember that the core rules seemed pretty accurate as far as relative power levels, but I'm not that familiar with the Legion material to judge it.

Reaction time ≠ accuracy.
You can have very fast reactions and still miss. Think of real world Old West gunfighters, where the super fast draw who can't get a good hit in dies to the more accurate shooter. Reaction time isn't everything. It's not relevant to actually landing a meaningful blow.
So, DEX not governing CV isn't invalidated by it still covering Initiative.
However, DEX will still cover DEX skill rolls. These are skills that normally require a great deal of coordination and precise movement, including both gross and fine motor skills.
So, there's a bit of an argument there for raw DEX having an impact on CV.
So, while I agree with the Palindromedary in general, I can't help but toss a bit of "crazy talk" in there about reaction time not having one whit to do with accuracy.
Anyone remember Mayfair DC Heroes? I always thought they had a good Initiative system. It was based of DEX, INT and Influence. I always thought that was pretty reasonable. Hmm.. DEX, INT and PRE might work for determining Initiative in Hero. But just using DEX is simpler.

I found it too cheap for the effect b/c it scales with STR for a flat, and very low, cost. So, yarp, agreeing.

I'm not sure if I would allow it either, but it does seem a little different. With flying UAA, you make the target fly. With this, you're not making the target clingy - you're clinging to him.As I think about it, shouldn't it be a trigger instead of a damage shield.
That might be some of the logic behind it. The main thing is that it seems a bit undercosted for the effect to me. I might allow it for some builds, depending on how the player defined the special effects, I dunno. Just seems like an oddity.

So, I suppose that's a legal construct. I call bull---- on that, though. Why does Clinging get to be a special case? Because someone thought it'd be cool to use it as an attack, even though it's not an attack power? That seems like a silly exception that's not even needed. It's not like the power isn't cheap at 25 pts for the effect. Frankly, the construct sounds about as fishy as PRE with x2 Knockback. I doubt I'd allow it.
Though, now that you point it out, I stand corrected, thanks.

There's also Plasmoid from 4th Edition Classic Enemies, though I'd hesitate to point to much of anything in that book as a good build example.

You could buy the powered armor abilities normally, and buy the motorcycle as a vehicle separately, then stick a -1/4 Limitation on each one, making the two options mutually exclusive. That may end up being a huge cost break on the powered armor side, though.
Of course, you could just Multiform: Character in Armor/Character (prob less points) on Cycle. That'd solve the mutual exclusivity problem pretty cleanly, too.

- A Clinging Damage Shield on a Brick (15 pts.) means a Grabbed character can break a hold in one phase, but not escape.
That'd be 25 pts, b/c you have to make Clinging into an attack first with Usable as Attack (+1).
