From The 5th Edition it's a psychological limitation in which the character respects authority, always keeps their word, abd protects the innocent.  It's what Superman has along with the Code Versus Killing.

then a character who respects the law would have it thank you

    "Listen. What do you hear?"

    "Nothing."

"I hear everything. You wrote that the world doesn't need a savior. But everyday I hear people crying for one."---Superman Returns

Just because there aren't any heroes--super or otherwise--to save the day doesn't mean the day doesn't need to be saved.  Just because no one hears the cries for help doesn't mean that no one is crying out.  If it's depressing to live in a world where the day constantly needs to be saved--how much more depressing would it be if no one was there to save it?

After all--what if Superman hadn't returned?

the others might go on with their own lives with nobody to inspire them

While it is technically a social complication, in many ways Secret ID is a psychological complication, because no one *has* to keep a secret ID; you just deal with a different set of problems depending on whether people know who you are or not.  The secret ID is a classic trope, but in this day and age when being a reality TV star is seen as a legitimate career goal, it can seem a bit dated. Really the only reason to maintain one is because you don't want the problems of your superhero career intruding in on your personal life (and vice versa).  And that might be a perfectly valid concern, but it is a personal decision, and in many ways trying to keep them separate is a bigger headache for you than not, which is why it is a complication.

as I understand it marvel considered the secet ID obsolete due to the preponderance of security cameras/devices

I agree with Tranq. Lion-O himself is a pretty straight forward build with high charteristics, some technical skills, some martial arts. Disadvantages/complications depend on the background.

He also has an Oaf that gives him super leap, clinging, a killing attack and a boost to his hand attack.

The sword of omens can be a multipower or an oaf which gives the character energy blast, hka, clairvoyance with appropriate limits, and summon. it may have advantages that help it against certain things like affects desolid, Armor piercing, so forth.
