Steve
When running a Dark Champions campaign, many of the enemies are underworld crime bosses. So how many crime bosses are good to have? One "Kingpin" type that rules over the crime of the city like a monarch, or a multitude of bosses that each control a little piece of the underworld? Or something in between, like a small oligarchy of a few bosses? What do you prefer?
TheQuestionMan
Multiple Crime Bosses seeking to succeed as the new Napoleon of Crime. Rival Competition is good for campaigns. QM
GhostDancer
The size of the community in question is relevant. Example: New York City- the Five Families are the five original Italian American Mafia crime families which have dominated organized crime in the United States since 1931. The small Westies Irish mob may still be relevant. Also see the Odessa (Russian) Mafia and the Spetsialnoye Nazranie Bratva ("special troops" of Russian Army and KGB origin), the Albanian Mob, and Chinese triads. †
Killer Shrike
I take my cue on this from Batman. As a side note, I felt that Hudson City got the ratio about right.
ayinde
I use a pyramid system for this sort of thing building organizations like characters but that part is for an other thread anyway lets say the biggest crime group is built on 200 pts his two biggest rivels would have 175 points below that four 150 and so on I use this same idea to give heroes a since of there place in the social make up of the cite works out of for me
Christopher
If you want to mix some "Nice Job Breaking It, Hero" into the Situation: Start with one Crime Boss. The heroes take him down, but miss his all his 2nd-4th's in Command. Those left either fight for who is the new boss (each using thier part of ther Organisation to take over others) or at least don't want to follow anyone else - effectively the one big organsiation is split. And maybe some other Criminal organisations from outside muscle in too, now that the "big boss" is down. So instead of one big Crime group draining money coordianted and without "overharvesting", you now have multiple groups in a state of conflict. Things will actually get worse for the average joe, now that they are multiple groups fighting for turfs and waging open war in the streets. Just think what happened in Stargate - they took down Ra, so now there is a whole bunch of Goa'ulds trying to become the top dog. All the heroes can do is keep on eye on it and take out those who get too much power and prevent any attempts at peace between the organsiations.
