Best Way to Create a Shrinking Wardrobe

Game concept includes a mentor type hero who was an Atom / Hank Pym type.  He gives the heroes each a Wardrobe sized cabinet that can be shrunk to fit on a key chain or made full size.   It has a limitation that living things cannot be inside it.  Basically it lets characters carry costumes or equipment and set up a base.  I thought of all kinds of ideas (Base with Shrinking, Base with Extra-Dimensional).  Basically it's a bag of holding.

 

What is the fairest, most economical build?

How much of a "base" can an actual wardrobe really be, especially if you can't even walk into it?  Maybe buy it as Instant Change IIF as suggested, bundled with Change Environment ("this hex becomes a single, specific wardrobe full of whatever you put in it") if it goes beyond just your usual costumes and gear?  Can't have living beings inside it so it's not like anyone can hide in it - unless your character isn't living, at which point the limitation probably needs a rethink.  I guess as a group you could collectively stow the makings of a pretty nice base camp (fuel, portable generator, icebox, supplies, tents with folding cots, a really good radio, etc.) if you wanted - is that what you meant by "set up a base" there?  That doesn't seem like it's worth many points if it's just meant to enable exploration or something. 

 

This really feels pretty cosmetic to me unless people are going to be regularly using it to store dead bodies, stolen explosives, $100 million in illegal drugs, or something else contrary to the spirit of the thing.  At which point I'd rely more on GM fiat than points for restraining things.

Just use Extra-Dimensional Movement to a single dimension.    The dimension you travel to is inside wardrobe when it is fully grown.  Put the limitations OAF (Door to the wardrobe when grown), full turn to activate (Growing the wardrobe and opening the door).  The characters carry the wardrobe in shrunken form on a keychain.  When they want to get something out, they take it off the keychain and grow it to full size allowing them to enter the dimension.  0 END would also seem to make sense, so that would make it cost 13 points.    

 

The dimension is simply an empty room that contains what the characters put in it.  By special effect they can only put in something that fits through the doors.  They take some larger items apart to allow them to be stored and retrieved, but really large items will be a problem.  You could for example put in large tent that can be broken down, but a car would not work. The GM can decide how much space is in there, but I don't think it is going to be worth a limitation.
