Well, not yet, but it could be soon, and at the very least it's in minor peril. I mean really, just look at this... "And why shouldn't a master villain want to take up residence in beautiful Ocean City," continued O'Flaherty. "We've got the world's largest amethyst...and it's woefully underprotected; our hydroelectric dam could easily be destroyed, washing away our city in a massive flood, our nuclear plant is ripe for extortion, and our scientists are brilliant enough to be exploited by anyone with nefarious intentions. And we'd be totally helpless against tidal waves, typhoons, or other weather-related catastrophes caused by any evil-madman who sought to exploit our super-deficient weakness. It would be as easy as taking candy from a child...as long as that child had no super-powers." By gum, something must be done. Ocean City has to be saved from uhm... well, whatever really bad thing will be coming soon. Sounds like a self correcting problem. If a villain or villains plural muscles in they will eventually piss off one of the cities obviously above-par scientists who will then build a power suit or become an gadgeteer; alternately a lab accident will occur turning one of them into a super with actual powers like the Flash, but either way the deficiency in superheroes will even itself out without need for outside intervention. A city in the USA, feeling swamped by all the villains, sends a few guys in super hero costumes northward into a Canadian City. They have their plants pose and strut and talk super stuff. Then the villains follow, and the 'heroes' suddenly vanish. The villains are too busy robbing and destroying to realize no one is showing up to twhart them.
