When the position of captain is vacant, Riker must have thought that his experience with the ship & crew would stand him in good stead for the promotion. Also he must have felt like Picard as a brother. I recall an episode where Riker took it upon himself to investigate the supposed murder of Picard.

 

That is my thoughts.

In a real service, having turned down a couple of promotions would have put an end to any hope of future career advancement. Of course in a real service they move people around a bit to avoid officers ending up more loyal to their commander than they are to the service.
