Just like most other explosive devices. Improvised? Presumably this is military-speak for "civilian made using non-military grade chemicals". That just means it may accidentally go off, or do less damage than intended. Put in some side effects, or "no conscious control".

It depends on a lot of things. Almost any combination of EB or RKA with Trigger, Activation Roll, Side Effects, RSR, etc will work. Just pick the one that you, as GM, feel moves the story along best (ie doesn't kill all the PCs, but shakes them just so).

 

By the way, IEDs in Iraq are typically made with military grade explosives, because most of them are improvised from artillery shells stolen from Iraqi ammo dumps before the Coalition forces could secure them properly. There should have been more soldiers in the invasion force...20/20 hindsight and all that.

Almost all IEDs in IRAQ today are command detonated thus relying on the skill and timing of the attacker. That is how they single out Bradleys and Hummves.

it would be more just putting in the net and scooping out all the little fish since there are really only a very few big fish

but when you can't go for the head taking away the arms and legs might do the job also

 

I totally agree with that. You have to set up an attack on a large percentage of the network. Of course now this thread is offically hijacked.

 

Lets see the attributes of a typical IED:

Area Effect

Explosive

later models are armor piercing (to defeat large tracked vehicles and Mk II and III HUMVEES

Early models are cell phone command detonated, later ones use wire. Early models eventually are defeated by Cell Phone blockers. Later models require the command team to be closer.

 

Modus Operandi means a crew member has a video camera. Capturing the event is critical for it being effective for political/moral reasons.
