When the last bespandexed baddy falls, who is first on the scene? Stronghold van: check. Who calls them and by who's authority? Medical? Ironclad did a Shockwave and now little cracks are appearing in the building across the street. Civil engineers? MCPD? Jimmy Dugan and the media are a given. In a world where supers have been around a while, it makes sense that there would be rapid response units that back up the police and firefighters. Once the immediate, people-dying results are taken care of, these guys would start checking out building integrity and checking utilities for problems, like gas leaks, water main leaks, damaged electrical transformers, etc. It should probably be a day or so before people are allowed back into an area where a major superfight went down if there was any collateral damage (shockwaves, area effects, explosions, missed normal or killing attacks). When the agent arrives on the scene there PRIMUS powers supercede all other forms of law enforcement. Throw in an AID to DEF that works on buildings and vehicles over a large area, and that guy will earn top dollar from the insurance companies. He took the punch okay, but he took a pile of damage when the wall didn't give way. Pikpokit's next of kin will probably be seeing you in civil court."
