If there is a pedestrian signal, it is presumably safe to cross if it says WALK or displays a green pictogram of a walking person, and not if it says DONT WALK or shows a red upraised hand. Otherwise, it is safest to cross at inersections and only after looking to the right, left, and behind just in case a car is approaching from that direction and is about to turn. Of course the areas where pedestrians are supposed to cross the street would have none of them.
