Animal Friendship, dogs only...

How big a limitation would you call that?  This'd be for a supers game, not for a Druid or somesuch in a fantasy campaign.  

 

The target's narrow by comparison, but also the one animal type that's likely to be meaningful with any kind of frequency.  How many guard cats does one ever see? :)

In most modern cities there are a LOT more dogs around than one is generally aware of.  This does not include the obvious ones that are seen in homes or guarding places.  Semiwild dogs roam all parts of most cities, usually out of sight of humans.  People have made several attempts to count these dogs and the latest estimate is that the typical city possesses more semiwild dogs roaming around than people in the city plus suburbs combined.  As a result, I would make this a -1/4 to at most -1/2 limit on the power, especially if the character also has the ability to detect where the dogs are located.

I concur with -1. Even in a supers city there are TONS of animals you could interact with. Dozens of bird species, several species of rodent, cats, dogs, myriad reptiles, etc. Guard dogs are the most common type of defense creature but well trained dogs would not ignore their instructions even if they are friendly.

OHHH....ok.  

 

I had intended to search here for prior threads before posing this.  Spaced.  The costing has been brought up.  The answer's in the book.  6E1, p. 447, Talent Creation.  It's Animal Handler, all categories, +3.

 

So basically, the intent would be, just take Animal Handler, Canines.  With +3, that's 8 points.
