  1. Hey folks, i posted a H2B for EMP and have had alot of great feedback for it. This next item has me baffled..... I want to create an ability that will allow my character to perceive Internet transmissions, wireless and hardline, view the content of the transmission and perhaps alter the information as it's being sent/received. I know it might sound a little wonky In looking at the 6E1 book, i figured i should start with a Detect to perceive with Analyze ( normal vision? ), Fully Penetrative, Range, Megascaled at 1m= 1km with Telescopic +10 PER to offset range modifiers. The problem is that im not sure if the overall concept needs to be several powers to get the effect im looking for. The AP cap is 80 and alot can be done with 80 points but this has me wondering whether or not its too wonky to build right Now the real trick for me is that information sent via Internet moves at incredible speeds....so if the concept ability im looking to create can be done, how do you perceive the information at those speeds?
  2. Re: Electro Magnetic Pulse I set it up as a 2d6 RKA, Cone AoE 32m, Penetrating. That will take care of most electrical systems that will be encountered and Hack ( My Character) will also have a few abilities that affect the machine class of minds like Mental Blast. I wont limit myself to just 1 or 2 abilities and want to make sure that i do have more than one way to skin the machine cat For the record no cats, normal or machine were harmed in the typing of this post.

  4. Re: Electro Magnetic Pulse Lol, when a Dispel power needs 15 AP/die to affect electronics, that's pretty bad. I guess i could see it in a Sci-fi game where technology based adversaries are common. This would be set in modern times so 15 AP/die dispels....not so much. I could keep it to around a 2d6 RKA Affects Electronic Devices Only ( per your recommendation ), Cone AoE up to maybe a +1 value, and Penetrating so it can still affect those systems that have been hardened (no pun intended) against EM interference. My big issue with Dispel is that it doesn't give me the impression of permanency.
  5. Im doing a rework of my first character concept for HERO and unfortunately have lost the old notes i had for him. He is a fusion of Human and Nanotechnology with one ability i cant emember how to build: EMP. It is one of the technology disruption abilities that he had and im finding that several powers could potentially get the job done. Transform, CE, Entangle.... I am leaning somewhat in the direction of a Transform What do you folks think?
  6. Re: Vulcan Racial Template Yes. Never gave me the impression that it was a mental ability. Vulcans just seem to know the sweet spot to put someone to sleep I will have to incorporate another Vulcan martial technique, Tal Shia. TOS episode " Journey To Babel " i think it was. Their ability to near instantaneously kill a humanoid.
  7. Re: When, Exactly, Is The Future? I cant quite put the " when " into the discussion because several of you folks have given some good options for that. History has had a tendency to steer people into the when = now range. 30-50 years can see a significant change or a minor change. Classic example is pre- WWII. Limited technologies such as Aircraft as we see the world leap from propellor driven craft to 1st generation jet propulsion. That change happened within the 3 1/2 years the U.S. was at war. Look back a little further and see the advent of the first aircraft to successfully have sustained flight, 1903. Within the next 2 years following that they had a fully functional fixed-wing aircraft. Exactly 40 years after that, we split the atom and that significantly changed the world. 24 years after the end of WWII, the first moon landing took place in 1969. I apologize for the mini history lesson here, i just wanted to show that necessity has truly been the mother of invention and a guiding hand on when the future will be seen. I hope this has been somewhat helpful as far as what you are looking to introduce and when it should be introduced.
  8. Re: Vulcan Racial Template The racial package was the first thing i wanted to try to take care of first. Since they point out that it should represent what everyone is born with i want to make sure that certain items such as nerve pinch are put into a different catagory. Like the variations of mental abilities, a seperate package might work for specific Vulcan martial techniques or in the end, i could just make a general Vulcan build that incorporates both racial and culturally learned abilities and skills. Lol, im kinda taking this and doing it piecemeal so i get a better understanding of doing conversions into HERO.
  9. Re: Rifts HERO? I would love to see how you would write up the Rune Weapons into HERO Unfortunately, Rune Weapons in Rifts didn't exactly have me motivated to buy one. Very expensive for what they offered and not overly practical for most of the games i have played back in the day. I definately enjoyed the Power Armor characters we had to choose from, lol, during that time period we were Robotech fanatics and we did the conversion of Mecha and Cyclones into Rifts. I salute your project of Rifts to HERO conversion

It would be unfortunate that a society feels it needs to look into genetic engineering for solutions to its global political structure.With all the opinions that have been posted on the topic of emplaced leadership through genetics, lol, i dont know if i could trust in the ends justify the means. My gut tells me that the more scientifically advanced the world, the less likely the need to create your leadership. As Ragitsu mentioned, they have already been created and wants to know what the pitfalls are. In creating your future leaders, it feels like an act born of desperation and maybe that is what the situation is in his campaign. I have to keep in mind that i have no knowledge of his campaigns political landscape or societal issues. I do think that it would be a very interesting game because of the issues it brings to light. In the end Ragitsu, i hope that it works fantastically for you

  13. Re: Genetically engineered leaders? Didnt say it needed to be a Utopia. I said the more Utopian the society the less likely the problem of corruption would exist. And if they already exist then the pitfalls would be potentially corruption of power, the desire to promote their own personal agenda and ensuring they maintain the status quo in their favor. Figure for every 1 beneficient leader created, maybe 10-15 would be otherwise. Want and need are powerful forces. Even without an advanced civilization or one leaning towards a Utopia, outside of the Khan-isms, i would guess that personality quirks could arise, they could develope psychological problems, be Introverted or something like that.

  15. Re: Genetically engineered leaders? I think i would have to stand on the level of civilization and its creation of engineered leaders, human or otherwise. A civilization that is advanced enough culturally/philosophically probably wouldn't see a need to fool around with it but if it did, problems should be minimal.

Re: Vulcan Racial Template I would tailor adventures that would challenge the players not only physically but mentally as well.Lol, i would make sure that i wasn't turning it into a " pick on the Vulcans" campaign. With so many climate variations out there on worlds, nearly anything is possible. Hey Lucius, in the hot and dry scenario, would it be safe to say that Vulcans lose END, just over a longer period of time than humans? Maybe 1 END every 2-4 hours.

  24. Re: Genetically engineered leaders? I think Steve had a good point based on the Khan issues with Genetics. As stated in ToS, superior ability breeds superior ambition which leads to some very realistic issues in regards to the human condition. Unless you are talking about a VERY advanced race who has solved the problems associated with improving the species, most efforts along those lines will have consequences to some degree. Just my opinion, please take it with a grain of salt
