    Not quite true.

     

    Reflexes are massively important for coming off the blocks quickly, especially in short distance sprints like 60m and 100m.

     

    Though arguably in hero system that's more a function of Lighting reflexes.

     

    For the record, to do 10 sec 100m you need to be able to run roughly 22.37 mph... give or take to account for acceleration

     

    Assuming standard NCM x2, that requires:

     

    - 15" with a SPD of 2

    - 10" with a SPD of 3

    - 8" with a SPD of 4

    Hmmm...how does one grant a bonus to one specific stunt?

     

    Highly limited skill levels?

     

    Perhaps "intense practice and rehearsal" should grant some kind of bonus to performance of those tasks specifically rehearsed (much like a music group trying to play a song they have not rehearsed, or have not rehearsed for some time, might play much more poorly than playing the set list they have rehearsed intensely for this tour).

     

    Not sure, but aren't there optional rules somewhere for skill degradation due to disuse? Obviously, intense practice would be something of the opposite.

    Terminators take no stun, have access to better weapons, are faster, might be stronger and have much more advanced computer brains.

     

    But...

     

    I give it to Murphy, in part because of the hero factor and in part because Arnold was taken down by a pair of non enhanced humans, one of whom didn't really know what the hell she was doing (at the time).

    Oddly, one of the characters I didn't list is Iron Will.

     

    I didn't list him because, while he has the body of a Nazi super soldier, his mind is shared with the astral projection of a 10 year old Jewish boy (who would have grown up to be one of the worlds most powerful psychics, had he not "died" back in the 40's). Regardless, little William is the moral compass of the duo and would have serious issues with this sort of thing...

    The WF's and even the maneuvers themselves just aren't worth that much in actual game play though.

     

    There's no way I would make a character pay much more than 60 pts for this

     

    After all, for that price you could get a Martial Arts SFX Limited 30+30 Cosmic VPP and just approximate everything via power constructs. And that gives you even more versatility, since it will let you pull off a considerable variety of Martial Arts themed super skills and powers.

    How would that be implemented--you can perform any maneuver for 20 points? I think that might be a little too inexpensive. I'd probably peg that at 50+ points myself

     

    I'd probably put it around 50 point range myself, given what it takes to build maneuver-less martial artist via the mix of an MP and some levels (and I still think maneuvers tend to be the cheaper and stronger option most of the time).

     

    However, you can do it via a VPP for probably half that much (assuming GM permission of course). Obviously, it's much more expensive (and powerful) if you want the option to do things like Dim Mak and toss Hadokens though.

    While there are pressure points in the neck, his fingers really aren't in the right place to hit them.

     

    His grip on the lapels/tie is potentially tightening the collar to produce a strangle. The grip on the throat adds to the pressure.

     

    Of course, it's hard to say what the real intent is since he's not actually trying to hurt the other actor...

    I use those terms due to my background, but many arts do not make a significant distinction.

     

    In judo, the term shime (jime) is quite often freely translated as both "strangle" and "choke". Many people don't realize the technical difference in English and thus use the terms interchangeably. So Sankaku-Jime becomes Triangle Choke, even though Triangular Strangle is the accurate term. By contrast, Jigoku-jime is almost always translated as Hell Strangle, probably because it sounds cooler ;)

     

    In BJJ, they mostly use the term choke, but they do tend to stress the difference between blood choke and wind/air choke when they talk about the actual mechanics.

    Actually, Cap has claimed to "see faster" than normal, which is one of the things that allows him to doge bullets and such with greater ease.

     

    How one interprets that statement is open to debate and probably not entirely relevant to the thread at hand...

    A variety of reasons:

     

    - there isn't always a good record. There's a lot of stuff that's lost to time because many aspects of the arts are passed down master to student via oral tradition. Often times, people don't realize what bits of history are important until it's too late and memories aren't always that reliable to begin with.

     

    - even when there is a good record, things are often lost in translation, especially when dealing with foreign arts.

     

    - lies and outright fabrication. All too often, histories are deliberately changed. Of course, there are also sometimes just honest misunderstandings and misinterpretations that never get cleared up.

     

    - martial arts politics play a big part in all this. Even in small groups, human nature gets the better of the facts all the time.

     

    - many people that practice martial arts aren't actually interested in the history. Those that DO have some appreciation for the history often do more harm than good because they frequently help perpetuate myths. Relatively few people do serious research about the martial arts (in part because few folks have the necessary resources, skills and background).

    I would be fine with this horrible hammer of handwavium if characters using it had to buy Transdimensional for all the abilities they plan to use on the real world when they are in The Speed Zone. But then it might actually be costed equivalent to utility....

     

    But they DO need to purchase Transdimensional, as well as various perception powers so that they can perceive at Speed Zone speeds.

    I treat this no different from how I work Contacts.

     

    If they always approach the player, then the NPC is purely a GMing tool.

     

    The day the player decide to go to the NPC and ask for their help is the day they become a Contact on the players sheet.

     

    So, as a GM, if I am occasionally giving the player precognitive visions that are mainly there as plot hooks, I'm not going to charge the player for that ability. It's a story telling aid and nothing more, something mentioned in background material but otherwise not on the sheet.

     

    But the moment that player tries to use that ability in his own way, say by trying to grab an extra few hours of sleep during a difficult investigation, then it's got to be a power. I still have control over most of it and there will be lots of limitations, but now it's more than just a tool fro the GM.

    Well, the history of TKD is debatable, but my comment was mostly focused on the influence of taekkyeon.

     

    Like I said, wasn't sure if you wanted to get into such a discussion, as it's a bit of a hot button topic ;)

     

    And doesn't necessarily have much to do with the topic at hand either.

     

    That Shotokan wasn't the only influence on modern Taekwondo?

     

    These days, I think it's often accepted as having been the main component of the art.

     

    There was also some very probable influence from Shudokan karate and possibly Shito-ryu.

     

    Then some questionable influence from Yang style Tai Chi and Chuan Fa/Kung Fu.

     

    The actual influence of taekkyeon, is probably the most hotly debated aspect of this, with some folks claiming it was a MAJOR influence on the art and others arguing that it may have had virtually no influence what so ever.

     

    The biggest technical influence on TKD in the last 40+ years has been the contest rules of the art itself, though.

     

    Or that Choi Hong Hi wasn't the only founding member?

     

    Oh, he certainly wasn't. There were a lot of important names back in the day that helped shape the art.

     

    Choi was a major player and allegedly a big factor in bringing the other kwans together under the TKD banner. Almost everyone was calling what they did some variation of "karate" prior to the mid 60's.

     

    Give me some credit for knowing the history of my chosen martial art. I have after all studied more than just the physical aspects of the art, as well as others. You're not the only martial arts scholar here, you know.

     

    I didn't claim to be and I'm sorry if it comes off that way :(
