This, believe it or not, is probably my least favorite GGU house rule. It might reflect real life, but not "comic book" life. In comic books, characters often seem to move much faster when enhanced by technology than they do without it. The classic example is Iron Man. Tony Stark doesn't have superhuman reactions, but Iron Man certainly moves just as fast as anyone else out there. With this rule, Tony would either need to have uncanny speeds as a human (I'd easily put Iron Man as a SPD 5 or 6) or else Iron Man would somehow be much slower than the average super, which just isn't the case.
To take an example from the GGU, why does Jeff Jones, AKA Gunmetal, have a SPD of 5 outside of his armor? The answer, obviously, is that this house rule forces him to in order to be viable in that campaign. But think about it. Not only does that mean that he moves very quickly outside of his armor, but it also means that, unless he sells off his Running, he can run like 10 meters per second or 22+ MPH before pushing.
Yes, you're right: Real-world technology can't increase your reaction times. But in the comic book playing field, it's pretty darn common. I think most Champions Universe powered armor characters do increase their SPD (and DEX) through their armor. And for good reason.
