I'd guess a -1 Limitation, depending on how common smaller enemies were. The Anti-Dodge levels I mentioned before have a -1/2 Limitation for only being able to counteract Dodge, per Dark Champions, which seems a little light to me.
The important factor when figuring the cost of skill levels vs. Dodge is that it's a basic maneuver which anyone can use, and therefore it's a very common DVC bonus. So those skill levels will see a lot of use, and the limitation is valued accordingly. In other words, not very high.

Curious, can you use psl to offset the DCV bonus for shrinking?
Good question. In most cases, PSL's are applied against Penalties, (Hit Locations, Range, etc.) so I'd rule NO, because a DCV bonus isn't a Penalty as such.
However, it's possible to buy Combat Skill Levels with Limitations, such as Only vs. Bonus DCV from Shrinking. I'm not sure what that would cost....

Then there was the NPC who had the "Hit 'Em Where It Hurts" super skill: 8 PSL's against hit locations, with the limitation Only for Location 13 (Vitals).
Nobody liked her very much....

Note that both seem to require both hands on a 1-handed weapon. (Only when Braced? Set?) They might also be taking a little bit of Extra Time. (Delayed Phase?)
So I'd suggest that it's OK for the GM to require Limitations on PSLs v. Hit Locations.

Excellent science ficiton film, much higher than most on the scale of "hard" SF.
Good cast, interesting characters. I had mixed feelings about the ending, which I will NOT spoil here.

Pretty good idea, so long as it's enforced reasonably. Out of combat, I assume an experienced player could easily build a needed (simple) power without slowing things down. But yeah, for combat, this would strongly encourage Mr. VPP to have his entire "kit" ready to use before the game.

The poll didn't have an option for PAY ATTENTION TO THE FREAKING GAME! in all caps, so I just settled for "watch the combat and plan your next move" which seems to be a popular option.
Does anyone else have trouble planning their next move? I mean, yeah it should be easy for those fights with lots of characters with high speeds when you've got tons of time to watch what's going on and think, but then.... It seems just when I've got the perfect move figured out, and we're almost down to DEX 18 on my phase, some brute with DEX 19 sets off some sort of massive attack (good group, btw) and changes everything - I mean, the whole fight - and then I've got nothing. So I'm sitting there staring at the map trying to figure out Now What? and everyone's looking at me like, "Dude, haven't you been paying attention?"

After some serious rooting around (and locating my copy of FH5E!) I found that both books had pretty much the same language.
Now I have to decide if I really need this limitation or not.

Color me confused....
I just got Fantasy Hero 6th edition, and I'm converting some 5th edition material. One thing I'm not seeing is the "Spell" limitation. Am I missing this somewhere? Has it been dropped, or replaced by something else? Or have the rules just changed?
Also, I don't have my old copy of Fantasy Hero 5E any more, so I'm not 100% sure if correctly recall all of the rules for the "Spell" limitation. What exactly was the purpose of this?

It would be super awesome if the reactionless drive really works. Freed from the tyranny of the Tsiolkovsky Rocket Equation, we could mount interstellar probe missions even if warp drive doesn't pan out, and the entire solar system, at the very least, would be ours for the taking. Combine that with the work being done on economically reusable launch systems, and the next few decades could be VERY exciting.
However, there's that pesky conservation of momentum thing . . . IF the drive works, a major law of physics will have to be reworked, and the implications and ramifications will be almost as exciting as the applications of the drive. For example, if it turns out that you CAN violate conservation of momentum, what other ways can you violate it, and how might those be applied to practical technology?
I'm not getting my hopes up just yet.
As more details about this "result" become available, it looks more like a measurement error. They tested two drives in the lab, one of which was a "null" that wasn't supposed to produce any thrust, while the other one was expected to (maybe) produce (a little) thrust. The problem is, a small but measurable thrust was detected from both of them. This probably means the experiment wasn't set up correctly. Time will tell; they're still working on it.

I find playing Hero with children just isn't practical at all. It takes a really, really big hex grid (even for very small children) and unless they're familiar with the rules you have to tell them how and when to move every bloody phase, then they don't want to hold still. Phase 12 is just total chaos. None of them want to be villains, and anyway, have you ever seen a kid who even looks remotely like Ankylosaur? Never mind the whole "Five minute potty break for Doctor Destroyer" fiasco....
Miniatures are way better.
