Steve Long got a reaction from Mightybec in Followup: AoE Grab to Single Grab
Re: Followup: AoE Grab to Single Grab
You need to take that up with the GM. There are no official rules on point or effectiveness ceilings, so if a GM chooses to set any, it's up to him to also address any rules implications that arise.

No room for a beast-man city. Have to save that for something else. It's a big world; we can wedge in lots of lost civilizations.

Re: Activation Roll and Lack of Weakness
It's legal, though it kind of weakens the effectiveness of the LoW. Whether it's appropriate is up to the GM.

Steve Long got a reaction from Foxx! in Haymaker a Grabbed target
Re: Haymaker a Grabbed target
As a default, no, because Haymaker can’t be combined with other Combat Maneuvers except as indicated in the rules (see 5ER 389). But of course the GM can allow it if he thinks it wouldn’t be abusive or problematic to do so.

Steve Long got a reaction from Magmarock in Mindscan & Multipower Rule...
Re: Mindscan & Multipower Rule...
Nice try, but no cigar.
If a character buys his Mind Scan in a Flexible slot in a Multipower, and establishes a Mind Scan lock-on with a particular amount of Active Points’ worth of Mind Scan (say, 60, for 12d6 assuming no Advantages), and then reduces the amount of Multipower reserve allocated to Mind Scan, he breaks the lock-on. If he wants to re-establish it, he must use another Attack Action, succeed with an ECV Attack Roll, and so on. Since he now knows the “general location and presence†of the target mind, he’s subject to the modifier two steps better on the Mind Scanning Modifiers chart (assuming the target has not left the general area).

Steve Long got a reaction from Fuzzy Gnome in f/u Grab: Throwing & Squeezing after initial Grab
Re: f/u Grab: Throwing & Squeezing after initial Grab
I'm not sure I understand what you mean by "either" roll. If a character attempts a Grab and misses, he's never going to get to the "Throw" stage of things in the first place, so the Throw rules don't come into play. Only if the character has to make an Attack Roll with his Throw -- either to perform it at all, or if he's trying to hit a specific target with the Thrown character/object -- are the "miss" rules going to come into play.
If what you're asking is, "Can a character Throw a Grabbed person in an effort to hit another target (such as another character or a specific hex), miss that target, but still inflict Throw damage on the Thrown person?", then the answer is "No." There aren't any provisions in the rules for that; a miss is a miss. The GM could alter that if he likes, but generally the rules don't let a character miss/fail and still obtain some measure of success.

Steve Long got a reaction from Killer Shrike in Blind Teleportation 5ER
Re: Blind Teleportation 5ER
1. That’s up to the GM. It’s possible that misperception could be worse than lack of perception, depending on the circumstances.
2. It’s an Attack Roll. The Range Modifier always applies to Attack Rolls unless some rule or circumstance indicates otherwise.
3. Being Flashed would certainly constitute “unable to perceive the target location with a Targeting Sense.â€
4. The rule on 5E 233 establishes a penalty to the Attack Roll. It doesn’t dictate what the character’s OCV is; that’s going to depend on his DEX and many circumstances, one of which might be “unable to use senses at all due to Darkness.â€
5. It’s an Attack Roll. Normal rules for making Attack Rolls, and what can be used to modify them, apply.
6. I’m not going to take the time to walk through every step of this; the five questions I just answered ought to cover the situation sufficiently.
