  1. You think secretaries don't decide to become supervillains? You should see what I did to Wendy Brooks. And she was an albino black woman. Her sensitivity to light is what drove her over the edge.
  2. The Desolid option does not work because I believe the Rules FAQ states that the character must still buy Affects Physical World on all of his attacks/abilities even when using Desolid as a defense. That +2 Advantage makes Desolid useless as an immunity power.

I think all villain groups need that one character who just doesn't quite fit; that one person that the players have a chance of turning, if not completely away from evil at least to the point where she'll spill the beans on Terror, Inc's plans. I can envision Frizbee in TI feeling overmatched and not really having any true politcal agenda. Frizbee just loves the amount of money she's making as part of TI, until something happens that makes her understand just how "real" it all is. And what can I say, I just like Frizbee.

  5. I'm actually bringing back Terror, Inc in my game but with Holocaust as the leader. I'm including Shamrock, Frizbee, and Lazer; with occasional appearances by Gravitar (thanks LL for giving me the idea to make Holocaust and Gravitar a couple!). I choose Shamrock and Lazer due to their mercenary attitudes and Frizbee just because I miss her.
  6. Yep, but I would hope the Lava Man would have been designed with some fire/heat immunities such as additional Armor or Damage Reduction.
  7. I have no problem allowing a Characteristic roll to be the defense in an NND attack. I have used many different times covering many different SFX with many different Characteristics. At least with a CHA roll everyone has a chance to avoid the effect.
  8. There's no number associated with it, just as there is no number associated with intense cold. The idea is that a person can exist in enviroments that would kill other people. So you can have Lava Men climbing out of the burning flow or Ice Men cracking out of the artic ice sheeth. The SFX of the power when purchased determines the degrees that can be withstood. A Lava Man, for example, probably could not bathe in the sun the same way the Silver Surfer could.
  9. I believe the idea here is that target can pivot with the attacker to maintain his full DCV. That's why you get bonuses To Hit for using things like Acrobatics; the target is not expecting the flip over the top and the back kick as he would be watching the attacker move around him and punch him. I only grant from behind DCV to characters the target is not already engaged with. So if Nighthawk comes up behind someone Ironclad is fighting Nighthawk would get the 1/2 DCV attack, assuming the foe does not notice him.

  11. I think PART operate in the same way as the MARS units in Millennium City.
  12. The correct power construct is: Entangle, BoECV, Uses EGO, not STR, Takes No Damage From Attack. To get out of it you must use your EGO like STR. You can also push your EGO in the same way that you can push any other attack.
  13. I don't believe there is a "clear standard." All I think we can do is wing it. I allow 1 level of Rapid Sense to offset velocity-based PER and DCV pentalties up to -4. 2 levels to -8, etc. So if something has a DCV of 10 due to velocity the character with 2 levels of Rapid sight will see it as its base 3, and be able to attack it at its base 3. I also allow each level of Rapid Sense to offset +2 DCV Levels if based on a speed SFX. So two speedsters, if they have rapid sense, are not as easily affected by the SPD-based DCV Levels purchased by the characters.
  14. My guess will be that Cat and Clockwork will either be in Champions Worldwide or not in the new "enemies" book, as VVV will probably more orientated to be used for US campaigns. There are two pdfs of CU heroes and all named villains on the Freestuff page, if you haven't seen them. I did not check but I think Ben has posted the updated version which include characters from UNTIL and STAST as well.
  15. This is all I know about it: Champions Worldwide: Superheroes and supervillains exist around the world, not just in the United States. Champions Worldwide provides details about superhumans and superhuman activity in other parts of the world, such as Europe and Asia. It includes character sheets for lots of new Champions characters, both villains and NPC heroes. It does have several CU heroes which Darren has been doing, but my guess is that those heroes will need revisions and such before they will see print. Leviathan, for example, will be in the 2005 "enemies" book, with, I'm sure, some adjustments.
  16. Wind Gust, in the USPD, has a Does No STUN/BODY, Just Knockback Limitation listed as -3/4.
  17. Sometime in the next few months the "unofficial" Sentinels will finally see print in Digital Hero. I think we will also see some of the Vibora Bay mystics in that book, and perhaps a few in the Mystic World. Champions Worldwide will probably introduce some the the really heavy-hitters such as Rashindar and Ushas. Beyond that though, I think we're out of luck.
  18. Flight, Variable Advantage: +1/2 is a pretty common construct in my game. It allows the player to choose between 1/2 END, Usable Underwater, or Mega-Scale 1km (with the Underwater and Mega-Scale costing slightly more END).
  19. I think the tactic used against DD is to call in every superhero in a 2,000 mile radius. That's what they had to do in Detroit, before he got tough.
  20. I'd go with STAST. Unless you feel you really need information on UNTIL agents or UNITY STAST will be more useful to you. You get a multi-part adventure, a new organization, and a group of new villains to use in your game.
  21. Whether or not a character can fly when Entangled depends on the SFX of both the Flight and the Entangle. For example, and Entangle where the ground comes up and grabs the character would probably not allow Flight, but an Entangle that is a bolo which wraps around the character probably would, assuming the Flight did not have the Restrainable Limitation. I think the general idea of a "Mental Paralysis" Entangle is that the character's mind is Entangled, and thus the character cannot move.
  22. The point is that you don't know how large the AE attack is, so you declare how far you're going to Dive first, and then attempt to make your roll. It's still possible to get hit because you didn't Dive far enough.
