    Unless I've overlooked something, the d6-1 doesn't have a "minimum result 1" clause.  0-5 is a half-pip better on mean than 1-3, but that lower floor can drive people nuts.  I know one guy in my playgroup who I'd be able to make switch to d3 just by pointing at 1s and saying "Yeah, that's a zero.  Don'tcha love the d6-1?"
    Honestly though, I always go d6-1 because having to segregate the d3 is a pain.  The QOL improvement outweighs the math. 
    If I have overlooked something, then the d6-1 is a blatant winner. 
     
    I know some book or another has a table for when to take the d3 and when to take the d6-1, but I can't remember which it is offhand.  I want to say 5e's Ultimate Energy Projector and Ultimate Brick?

    I'd do it as something along the lines of
    Paralyzing Stench:  Entangle 1d6, 1 DEF, Works Against CON, Not STR (+1/4), Takes No Damage From Attacks All Attacks (+1/2), Reduced Endurance (0 END; +1/2), Persistent (+1/2), Area Of Effect (4" Radius; +1), Continuous (+1) (47 Active Points); No Range (-1/2), Always On (-1/2), Cannot Form Barriers (-1/4)
    Adjust number of dice to fit tastes. 
     
    Anyone who walks into the area has to make a Casual CON roll.  If they don't get enough NDB on the CON roll, they're paralyzed until they get a good enough roll to break out.

    Sound is a decent SFX to base a character on.  Deafen your foes, carry messages across miles, knock people around with blasts of sound, make "sound walls", navigate with sonar, etc. 
    Sound is vibration is a decent SFX to base a character on.  Shake objects apart, shake things out of people's hands, set up constructive interference to make things explode, knock people down by shaking the ground, etc. 
    Sound is music brings emotions is a decent SFX to base a character on.  Inspire courage in your allies, start infighting by inducing anger, drive off a foe by causing fear, sooth the angry mob with calming tunes, etc. 
    A flute is a wind instrument is wind is etc.  Blow your foes away, create walls of swirling wind, soar through the skies, make your flute play itself from a distance, etc. 
    A flute is music is rhythm is etc.  Force a bad pattern on your foes to throw them off, correct the rhythm of your ally's actions, coordinate a battlefield by sound alone, etc.  A lot more abstract than the others. 
    Flutes have iconic significance in snake charming.  The flute has "suggestive qualities" that make it a fitting prop for a seductive villain(ess).  Flutes are tolerable bludgeons, though that's likely better as a backup option.  A flute could easily have a hidden compartment inside for a blade or other useful item.

    That's a trait of the SFX of the power.  It's fine to leave that to SFX, we don't go around insisting that lasers be built with Can Shoot Through Transparent Objects or sound guns with Does Not Work Without Medium. 
    SFX give some benefits and some drawbacks. 
     
    E: Actually, you likely would want that limitation on sound guns in a space-heavy setting.  But not in normal Champions play.

    It's still based on their STR, unless they took a limitation on their Flight and/or Strength. 
     
    There is an optional rule allowing for flight to be used to increase effective lifting ability at the cost of movement.  See 6E2 page 25, under the heading "Movement and Strength".
