You really aught to have some form of rules for knockback.

 

Rather than having Swinging as a Power. make it a Skill. Everybody moves the same speed but how well you do it depends on your skill roll.

 

Maybe have a WF: Shipboard Combat. Fairly certain that a person not familiar with fighting on a rolling deck would suffer some sort of penalty. Oh wait wait! Safe Environment/Environmental Movement: Rolling Deck.

 

I have no idea how you would do the knife in the canvas thing.

Your suggestion may or may not have been facetious, but that book actually did have some good naval rules for both 4E HERO System and Rolemaster. All the "Campaign Classics" dual-statted books were of high quality. And lo and behold, Noble Knight Games has copy of that, too:

Not facetious at all. IIRC the naval combat rules from the 4th edition FH Companions are drawn from those first presented in 'Pirates'.

 

I agree on the quality of the 'Campaign Classics' books, all were of a high standard. In particular 'Mythic Greece' was a top class product IMO.
