Patriarch: With over 80 mutant children and grand-children, this bearded mass of nearly ageless muscle has decided that the emanations of Alberta's oilpatch are responsible and sends or leads his numerous offspring out to carry out attacks on those he blames for their peculiarities.

Hey, that's a British Columbia villain, now!

 

The Lost Mine: the personification of the delusionary hopes that lead people to abandon their real lives and move West beyond the West and squander their years searching for lost gold mines, building communal utopias and the like. It's also active in California. Not a very satisfying villain to smash in the face, but a very real one.

 

Der Freibeuter: Made nigh-immortal by the hideous fruits of Prussian science, this ageless German mastermind has been seeking to restore the Kaiserreich, starting in the wilds of British Columbia! He's a swashbuckler with a tricked up sabre and mad inventions with a gastech theme. (zeppelins, all-aluminum monoplanes, land locomotives on chain tracks, high explosives of unheard-of power, automatic cannons of improbable calibres, high frequency radio death rays, high-pressure hydraulic computers.... Somehow, he makes it all work.) His Indian sidekick, Uncagook, is impossibly strong, powerful, and has a mysterious background and agenda that, if I were to actually run him, would lead back to Turok, Son of Stone --the old, Gold Key version, mind.

 

Independent Soldier: this product of a short-lived, embarrassing Canadian super-soldier programme ("Hey, this Wolverine guy in the comics is cool. Could we do that in real life?"

"I guess we could try. Odds are he'll turn out to be a villain, though. Might as well start with someone in the brig."

"Cool!")

is determined to gather all the youth gangs in Vancouver under one roof, liquidate the bikers and the Vietnamese syndicates, and take over the Lower Mainland drug trade, and he doesn't care who he has to kill to do it, although he'd prefer to do it with his Glock than the knives that spring out of his regenerating flesh at a mental command, because, jeez, that hurts!

 

Rock Machine: he's a biker, he's tough, he's a cyberpath cyborg! What can I say? I may be the only person around who thought that Ghost Rider 2099 was cool, and Independent Soldier practically forces the Hell's Angels to have a super of their own.

For Western Australia, two:

 

Lord Lassiter, the son of a man who made a fortune in mining gold. Though he has no superpowers, Lord Lassiter has great charisma and drive; he has built an underground organization based upon breaking WA away from the rest of the country and establishing a nobility-based government.

 

Mantaker, a mutant Great White Shark. With humanoid shape and a viciously cunning intelligence, Mantaker has terrorized Perth and environs on several occasions; currently, the 30' tall creature is confined in the Aquarium of Western Australia.

Berkshire: Nature-powered brick hailing from western Massachusetts. Spends his time beating up on Boston to get them to recognize that Western Massachusetts does not mean Worcester.

 

Boston hasn't noticed yet; anything west of Concord is beneath their notice.

In my campaign based in Cleveland, OH these are the current villains of note:

Nate "Nathaniel" LeDoux: Imagine a freelance reporter who just happens to be there every time your hero messes up, snaps a picture when you're in a comprimising position, gets a picture of you as you change from your secret to heroic ID, etc. And there's really nothing you can do about it...

Katharine Jacobs: Katie really isn't evil, the creatures she summons on accident are though. Katie's mutant ability is Summon with no conscious control. When she sees/reads about something that her brain thinks is 'cool' or 'scary' it creates it, much to the chagrin of the local heroes. So far the heroes haven't found her (they've found tons of her creations) and they'll be really surprised to find out she's a 10 year old.

The Anti-Heroes: Teen angst at its worst. Unlike most villains in the area, this band of miscreants commit crimes because they're bored (or 'just because'). The good thing is that they're all low point villains (Teen Champion level) but the bad thing is that the players seem to run into them at the worst times (on a date, all alone, etc.).

 

But the worst, most evil villains in my game's area are:

The League of Super Evil: Not because their plans are evil (although the attempt to put anchovies on every pizza in Cleveland was bad), it is mostly their 'red herring' factor.

don't forget the Perthinator, with his powers over coincidental meeting. Where-ever you go, no matter how many times you change your social group, you'll keep running into people you know. Thus providing an endless stream of families members to protect, DNPCs, Hunteds, etc. Moving to the other side of the country won't save you.
