Karma
O.k. we know (from the "Who are the Super Heroes..." thread who stands for Truth Justice and the (enter name of area) way in your area but how about the fiendish underhanded monsters about whom people try to change the subject about when their connections to the area surface? Who in the super community are your areas 'Black Sheep'?
Hermit
Tricky, though at least one KKK kind of super villain would immediately come to mind (The Tennesseans I know are not proud of that organization to put it mildly). I'll try to think of a few foes for "The Volunteers" later.

SuperPheemy
The Bad Guys in Sacramento Rasp A supergenius who has turned his intellect towards the creation of synthetic drugs (like Methamphetamines). Often releases substances on the drug population that causes rampages, or sudden violent outbursts. Rasp gets his name from his hissing, wheezing voice, a result of exposure to years' worth of chemical fumes. Iron Dragon A Chinese-American Martial Artist similar to Green Dragon except that the Iron Dragon uses the railroad's exploitation of Chinese Workers in the 19th century as an excuse to commit all sorts of robberies and crimes. Napalm An unknowing victim of Rasp's Chemical experimentation, Napalm can generate and spray burning feul from his mouth, and from glands under his wrists. The son of Vietnamese Immigrants, Napalm has used his powers to gain control of the majority of Southeast Asian youth gangs in the Sacramento Area. Mother Lode Another legendary, shadowy figure, the Mother Lode is an individual, or conspiracy of California's Rich and Powerful who has used vast resources to rule the state from the shadows since the mid 19th century. Like the Balance it is debatable if the Mother Lode exists at all. The Terrible Troll Another unwitting victim of Rasp, the Troll was once a bodybuilder with hopes of going to Hollywood and breaking into the movies. An abuser of steroids, the Troll had the misfortune of sampling one of Rasp's "expiramental" enhancements. The resulting mutation has made the Troll stronger than anyone or anything, but it has also turned the poor guy into a hideous freak. The Troll usually hides in the maze of abandoned railcars in Sacramentos Old Railyards, or occasionally has been spotted lurking beneath the Tower Bridge, searching for victims upon whom to vent his outrage over his fate. Beetle
Who would be a more appropriate supervillain for "Taxachusetts" than the dreaded Taxman! He takes your money from your paycheck before you even see it, and there's nothing you can do about it! He steals money from every transaction you conduct, and you're powerless to prevent it! death tribble
We had villains from all over. The Overlord does stand out. The Kingpin of London who was battled by two martial artists, White Tiger and Crimebuster. Eventually killed by Crimebuster when th hero stole the villain's rocket boots as the villain's skyscraper headquarters blew up.
Hermit
Possible Super Villains of TN I've written up some independent foes for the just recently created Volunteers White Knight- Claiming to be an independent, White Knight's KKK leanings and membership are pretty obvious. His power armor mimes that style, complete with flaming Cross hilted sword. He often appears at Hate rallies to inspire other white supremicists. He sometimes does mercenery work, but only for "real americans". Three Star hates this guy. "You're a traitor to your race. Betrayal deserves nothing but contempt, and death." Blue Smoke- An attractive woman who is best described as an Enviromentalist gone too far. She loves the state parks and wild lands of Tennessee (and nearby NC), and is quite willing to kill to protect it. With the ability to turn her body into an azure vapor, she would seem a one trick pony. However she has learned how to choke opponents by entering their lungs and is a master of stealth. She prefers to hurt "only the guilty", but few deny her methods are too extreme. Oddly, Bender always seems reluctant to face her. He won't talk to the team about it. (As her victim is gasping for air)"Having trouble breathing? Think of how the trees feel when your SUV spews that garbage in the air... oh, here's that coke can you dropped." Copperhead- a 'Pocket Brick' for want of a better term, but with extensive training in survival skills, hand to hand, and equipped with some nasty venomous gadgetry. Copperhead is VIPER's favorite operative in the area, and with a good five team behind him, can be quite effective indeed. If facing out of state super heroes, he'll happily adopt the 'bubba' stereotype, to throw them off ... until it's too late and he's lead them into an ambush. He's recently been offered his own Nest, he's seriously considering it. "O'Reily, remember the plan, I'll be with Squad A keeping the Volunteers busy. When you get the signal, have the covert pick up the Mayor's daughter, with squad B ready in case of complications. Oh, and O'Reily... jump the gun and I'll shed 'your' skin, got me?" Hain't- Or Haunt, for those who don't like accents. Hain't is just what he claims to be, a ghost. However he is more powerful than any wandering soul has the right to be. A consequence of being near a mystic ritual gone awry. Hain't died some time ago, so is a bit out of step with modern times (And seems incapable of really adjusting in some ways). That doesn't stop him from trying. He led a boring life, he's going to have fun in this one. Possession, influence, making walls bleed and breaking glass, if it's in a ghost story; Hain't can probably do it. Unfortunately for Passion Flower, Hain't seems attracted to her. MarkusDark
In Berkeley California? What else but... Reitch! - a neo nazi character who's purpose is to impose law and order in the area - crushing individual expression by forcing people to wear clothing to classes, have police enforce the drug laws and other such radical changes. Bang-Bang!)...a subfamily of the Giancanna Outfit was determined to be genetically suitible for the transformation process of the nefarious Dr. Lirby Koo. When VIPER started making encroachments into Chicago Outfit territory, Giancanna lifted the long time 'no freaks' ban established by the Mafia. He sent the Racietti clan to Koo for modifications...the results The Ratchet Set: James 'Diamond Jim' Racietti: Invulnerability Eduardo 'Fast Eddie' Racietti: Speedster Pietro 'Sneaky Pete'' Racietti: Invisibility Lucca 'Big Lou' Racietti: Brick Ricardo 'Slick Rick' Racietti: Friction Control
Chaosliege
I have a couple of "vilains" here. The Stompers: These people live upstairs and constantly stomp and wrestle over my head keeping me from concentrating on my "vilain busting". The Co: This is another of those evil corperations that treats it's employees as slaves and is very inconsistant. They tell thier employees to enforce some policy, then when someone gets mad, they don't back up the employee. Road Rage This is the "evil" side of my heroic identity. Whenever someone does something stupid on the road, Road Rage takes over and I find myself cursing and giving the stupid driver my pattented "The Bird" blast. TheEmerged
Well, given that the PC's of my group are the villains and my campaign is centered in the SW Ohio area... Oamen. Few pictures of this individual exist, primarily because he is nigh-constantly surrounded by a field of darkness. It is known that he has a major, longstanding grudge against Primus. Known powers other than the darkness field itself is an entangling shadow, missiles of dark magic that he can fire singly with great effect or in multiples, and the ability to project his darkness. He has recently been seen to summon a skeletal servant. Sting. This silent creature resembles a humanoid dragonfly, complete with the wings. Has quickly developed a reputation as a dangerous martial artists who makes devastating use of his ability to fly quickly and with great mobility. Rumors persist that he actually gets stronger & faster as the fight continues. Hexadecimal. The former Domestic Defender of Seattle (then known as the Hexadecimal Heroine) went missing during/after a battle with Vibron, and was not seen again until she was spotted assisting Oamen & Sting in rescuing The Disruptor from certain capture by the Champions. Hexadecimal herself is a powerful combination of tank & martial artist, but her most powerful ability is that she can change her form -- and hence, her power set, into 15 other "modes" of great if specialized power. The Disruptor. This battle-armored villain is one of the most hated novas on the planet, a reputation that began with his brutal murder of Princess Diana while escaping UNTIL agents in Paris during 1997. Hyperion himself (the campaign world's first nova, think Superman or Captain Marvel) publicly stated during an interview in 2002 that the only novas he could justify killing were Doctor Destroyer (believed dead at the time), Takofanes (the Dread Lord from CKC), and The Disruptor. The Disruptor's powers have changed over time, apparently because he is constantly tinkering with his suit and his MAPL gun. One power that hasn't changed is his Gremlin Ray, the bane of other technological opponents everywhere.
Mightybec
In the Fresno area, we'd have... The Mad Dairyman: He drinks, he smells, and if you have the wrong answer to "Got Milk?" you get a seroius beating. The Dirty Hippie: They stand around, tell you you're wrong and uncaring, then drive home in thier volvo to thier two story house and watch sports on a big screen tv, while sitting on a $2500 sofa. Mayday
In my town, this would have to be a Skilled Normal. And not too Skilled or he'd have left. I present to you.... HAWG By day a local tech college student majoring in tv repair and car repair. Hawg was forced to work summer jobs for cash to afford a thirdhand car and gas money. Baling hay, fast food industry, supermarket bagger... Until one night driving home drunk he ran off the road and crashed into a mega pig farm. Drowning in pig sewage Hawg pulled himself out of the mud and collapsed. The weird chemical mixture of pig goo and chemicals from uneaten bio-engineered food pellets gave him SUPER POWERS! Specifically Methane cloud production. Using his technical training Hawg built a gun to trigger a spark, which in combination with his powers can create explosions. Without the spark, the stench alone can drop medium sized cows. When using his flamethrower he must say (postal glint in his eyes) "I said DO YOU WANT FRIES WITH THAT?!?" I'll try to think of a few foes for "The Volunteers" later. Dude, Hermit, where in TN? I got a few for you. The Offender: The offender is a political villain, one who is always opposing the other side, and whipping people in a frenzy. He takes no side, and is always undermining and setting the bad example. Outside of churches, he shifts into the black-clothed goth smoking a cigarette and looking at porn while burning a pentagram into the ground. He oppresses the homosexual community as a religious individual, or goes to campuses and preaches damnnation. He is the young teen hassling the old folks, the loudest voice at the PTA meetings to restrict the kids' views, wherever there is a gathering of people, the Offender will be there, and be opposing them with a powerful force. Quote: "I hate you. You agree with what I say? I hate you too." Billy Bob "Bullseye": Billy Bob is a good ol' boy, and he's been huntin' ever since he was six. So he's a master at stealth, survival, and an exceptional sniper. He's got the largest gun collection around (especially with some illegal stuff he got 'from his cousin', to supe up his hunting rifles). However, Billy is getting Tired of hunting just animals. They're no fun. Billy is patient and calm... unless you're against hunting or are a vegetarian. He's very big, and while skilled overso with Guns and while a small gaggiteer, he's still a brawler and can kill with a knife, bow, and an assortment of 'home made traps'. psicelt
Re: Who would be the Super Villians of your area? in Florida: governor Charlie Crist & the whole damn state legislature! they passed a bill(which a**hole Charlie signed, under the table, so to speak) that gives the evil Asphalt Order(i.e., the developers) free reign to pave over the entire state without having to pay for the impact on the local communities. Roxxon Oil in the Marvel Comics Universe didn't get this big of a free pass to promote their agendas.

Clonus
Re: Who would be the Super Villians of your area? Patriarch: With over 80 mutant children and grand-children, this bearded mass of nearly ageless muscle has decided that the emanations of Alberta's oilpatch are responsible and sends or leads his numerous offspring out to carry out attacks on those he blames for their peculiarities. Smashman: Actually a 14-year old kid with the power to teleport, he loves to teleport into locked buildings and take a baseball bat to the inside before teleporting out again, baffling police with no sign of a break-in. Bonehunter: Knowing a kind of sympathetic magic that enables him to temporarily recreate any creature under his control from it's remains, he likes to go after dinosaur fossils for the sheer power of the resulting creature.
