You'd think there would be (with the removal of course of any ones in the HERO publications). You mean for things like "No Normal Defense (+1)" and "No Range (-1/2)"? No, for rather particular, specific ones that aren't going to be listed in the HERO book. Such as (in a standard contemporary environment) "Doesn't work against punks", "only works against trees," or such particular things. Obviously, like disads, would vary by campaign type, but there could be a baseline. Would be interesting, and although not something everyone would agree on in terms of values, would provide a good starting point and a good list to persuse for ideas. Meaning that in any culture or social setting but his own the character cannot even remotely appear to "fit in". It's a reference to horses. It's evidently bad on a horse to make it work really hard, and then put it in a stall without letting it move around and get some lighter exercise to cool down and dry off first. In reference to humans, it means a person who looks rough, tired, physically exhausted, banged up, and so on. Like they've gone through hell and come out the other side. Um... in the movie "Roadhouse", Sam Elliot says the phrase "You look like you been rode hard and put away wet" to Patrick Swaze after the latter had been in a fistfight (and was carrying the marks thereof). After a long hard ride, you are supposed to do a cool down and then groom the horse till dry.
