There's lots of miniatures threads floating around, but I don't think they address this specifically.

 

Personally, I use cardboard heroes. The old Marvel sets and some of the older CH/Champions sets had plenty of cops and SHIELD agents, as well as other things useful for badguy agents.

 

Steve Jackson Games has a big Modern edition of Cardboard Heroes out, which includes lots of cops, military folks, firefighters and the like.

 

There are also cops and agents as part of the various HeroClix lines, and you can get them pretty cheap, like .09-.20 each for the "rookie" level figs. Put them on a more manageable base, and you're good to go.

 

A friend of mine got a ton of model-railroad scale people to use as bystanders. Smaller than most regular 25-28mm figs, but plenty of normals (and firefighters) to use for crowds and such.

 

I also have a ton of various wargame figs I sometimes use for agents. Space Marines for power-armored goons, and I have a group of 40K Tau I specifically painted up in VIPER colors. :)

I just wish they were a little bit smaller. They look huge standing next to an actual 25 mil figure.

 

Personally, I make my own cardboard heroes. A color printer that will feed light cardstock and away you go.

Depends on the fig sometimes. Also, they are on honkin' ginormous bases. ;) We found that when we put a Superfigs mini (Female speedster) on a HC base, she scaled out nicely with both HC figs and other figs. That base is a big deceiver, though admittedly, some of the figs are radically out of scale.

 

EDIT: But you can see that Mach doesn't look out of scale with her group here, and she started as a Superfig.

Of course, the Superfigs are larger than 25 mill also (most are around 28-30 mill). They also look odd standing next to any of the larger number of old 25 mil superhero figs I already own.

Very true. However, finding anyone other than Iron Wind Metals making "True 25mm" is nigh impossible these days. ;)
