Not in Champions or Millenium City, as I have those, and he isn't in 'em. He's also in the random pics on the sidebar in the forums here. Checked the hero system documents (In the Free Stuff section) and they do list him in Millenium City, but they don't note reference books, unfortunately. A sort of weird coincidence that no doubt adds fuel to whatever rivalry otherwise exists between the two (though Vector's more powerful than even the 500-point version of Kinetik in USP). I thought that was him, I have to illustrate an evil version of him for DH and he was the only one I was not sure of who it was. One more to go and then the evil champions are all finished. When I get some free time I have to recheck the layout of the update Index and pass it on to Ben to put up in the free section... Where are people coming up with page references to Ultimate Speedster? Now that the gang's back from KublaCon, it should show up in the Online Store "real soon now."
