Hmm...

 

Hudson City has been the book I had the most fun reading. I was just totally fascinated by it. USPD has probably been of the most use to me, though.

 

If software counts, however, Hero Designer gets my nod. It's a vital tool that should be in every HERO gamer's arsenal. On top of that, it's probably the best piece of chargen software in existence. Would that d20 had anything even remotely as awesome.

 

Sidenote: I'm really surprised to see love for DC:TAS and TE.

Best rules supplement: Combat Handbook

 

Best genre book: Pulp Hero

 

Best adventure book: Villainy Amok

 

Best enemies book: Masterminds and Madmen

 

Best organization book: DEMON... not UNTIL... not VIPER...uhm...

 

Best setting book: Champions Universe

Nope.

 

Combat Guide is the combat rules.

 

UMA is all about creating martial arts and martial artists.

The Combat Handbook includes (I think) 15 or 20 pages from UMA, including several martial maneuvers not included in 5ER, and more detail for those that are. Basically, it covers how to resolve martial arts combat. What it doesn't include is write-ups for over 150 real-world & fictional martial arts styles, martial arts weapons, character creation guidance, and other "genre" elements.

 

Can you run martial arts without UMA? Sure. But if you like martial artist characters, UMA is well worth the investment.

The Combat Handbook also, incidentally, is the only place where the Flying Dodge maneuver has a description and is not just an entry in a Martial Maneuver Table (UMA p9). Making that the only piece of new information in the HCB.

 

(It does contain, from UMA, all Martial Maneuvers introduced there in, but does not include the rules for building custom maneuvers)
