On earth, there are plenty of countries that have agreed not make nuclear weapons. What do they get in return? trade partnerships and alliances with other countries. They also get to spend money that would have been put into nuclear weapons for other uses like economic development. They get to enjoy much higher prosperity as a result than if they had put the effort into making nuclear weapons. Giving up nuclear weapons has been tremendously advantageous to them. Last i checked a lot of those countries are still around. They're surviving just fine with a "stupid agreement like that". Similarly, the federation likely got other benefits from that treaty. Just because they don't discuss it doesn't mean it's not there. Pressman only thinks of the downside, but he's ignoring the upside. A lot of races that have allied with the federation probably do so because they can trust the federation. By always seeing the federation ships it makes those races feel safer. And it's very easy to determine that the federation is holding up their border agreements when they can see that the federation isn't violating their space. Also, not having a cloak sends an extremely powerful political message to everyone: The Federation is so strong, they don't need to hide. The federation fights clean, and everyone else fights dirty, but the federation can STILL kick their asses. THAT'S an empire you should fear even more than the Romulans. So if you're another race, like the klingons, and you see the federation, which fights clean, always upholds their agreements, and is consistently strong and stable, versus the romulans, who hide, are deceitful, and likely to backstab you... who would you side with? The strategic loss of the cloaking device is big, i'm not denying that, but i think the economic, social, and political gain was bigger.
