Somebody might have already said this, but the All-Winners Squad only had 5 members (not counting kid sidekicks): Human Torch, Sub-Mariner, Captain America, The Whizzer, and Miss America. In the 1970s Roy Thomas did The Invaders, which took place in the 40s but never actually existed in comics back then, and there were only 3 of them at first (again, not counting sidekicks): Human Torch, Sub-Mariner, and Captain America. So I guess the answer to the thread's question is: big enough to accommodate your comic book company's best-selling characters.
