Basic premise: The PC's are Supervillain Inmates at a Stronghold Containment Facility on Red Rock Island in San Francisco Bay (across fron San Quentin State Prison) Super Groups and Super Agencies around the world suffered heavy casualty during the (Unnamed Event) PRIMUS Deputy Director Col. Avery Vadquez activates the Redeemers Initiative. Supervillains would recieve commuted sentences in exchange for their participation. A unique work release program. Grailknight Posted July 7, 2016 Report Share Posted July 7, 2016 Focus on villains who were in it mostly one up a hero who died in the event or those who feel they've been denied the acclaim they are due. With positive feedback and no rivals you may get some face turns. Give the mercenaries high salaries, benefits and amenities with primary attention here on those that can be stopped by conventional forces. assault Posted July 8, 2016 Report Share Posted July 8, 2016 Thoughts/suggestions: There are a couple of "heroes" who go on missions with them to keep them in line. A "hero" team akin to the Force of July. Has a villainous agenda. A "villain" team akin to the Secret Society of Super Villains, complete with embedded heroes. This will create a situation where heroes are villains, villains are heroes, villains are villains and maybe even some heroes are heroes. More later QM BTW A Suicide Squad made up of Champions Universe Villains would make for an interesting group for standard CU Supers to Encounter. ie The PCs show up to stop Mechanon's new evil plan and meet up with Gremlin, Black Diamond, Green Dragon, etc who are there to destroy Mechanon's resurrection factory (also on the base).
