Too much time on my hands?

As an habitual GM, I'm always creating stuff for the system we're using and/or the next system we'll be using and/or the system I'm trying out. It's just what I do. :)

The two systems I've had the most fun creating things for over the years are Hero and Traveller (Classic/original edition). They both have really nice (although very different) systems for creating stuff.

They also happen to be two of my all-time favorite games.

I don't think those things are unrelated. :)

For "normal" NPCs, I don't create full character sheets.  If an NPC is likely to be used more than once, I'll make a list of key Characteristics / Skills / Talents / Powers (if applicable).  For example, the PCs have a liaison with the local police -- I've noted that he has 15 PRE with +8 PRE vs. Presence Attacks, along with a few relevant skills (Conversation, in case the PCs want to try tricking him to reveal info, etc.).
