One possibility for a wealthier villain would be to own a office building and structure your equipment in such a quick you can quickly relocate to another floor. When the super heroes return with the police to shut down the lab they escaped from you will find it empty and Applied Dynamics just a disposable front no one would think to check 3 floors down where Dynamic Applications is processing weekly internal employee net earning reports for a number of Midwestern sales companies. (dynamic applications are very serious about Giving you an accurate picture of your W.I.E.N.E.Rs, Why does everyone laugh when we say that.) and no one asks questions about why the back offices are sound proofed and the people who work there don't come to the pot luck or Friday night drinks at Applebee's.

When he needs to escape pursuit he can simply drive inside one of the vans and vanish amongst every other transit on the road. His main base is under a run down appliance repair shop. Where the noise of his high tech lab will be unnoticed as will deliveries of electronics and high power consumption.

It kind of depends on what you need to do with your base. If you just need a space to plan and store your gear then a squating in a derelict house, a self storage unit or a no tell motel might work. If you need to train a bunch of guys or test high tech weapons your going to need more space and no nosey neighbours an abandoned warehouse or abandoned subway system salt mine or something. If you need access to high tech machinery and utilities then you might need an abandoned utility basement under a power plant or some sort of factory or industrial unit. Breaking bad might be a good example of different wealth levels of starting with a rolling lab in a winnebago then when they encounter a much wealthier villain they work out of the high tech super lab under a laundry complete with secret passage entrance. Unrelated but if I was a super-villain I would build my supervillain lair under a self storage yard it's perfect people visit at all hours and are expected to be loading and unloading stuff people store vehicles etc. Storage units are usually a bit out of the way so not many neighbours to spot noises etc. The other benefit is that you can launder money through the business any empty or units you use for nefarious can be used as a means of cleaning your ill-gotten gains.

Currently the Met has a special operations group that deals with crimes of a super human occult or extranormal nature is SCO23 the group is divided into three sections 1. Extranormal investigations a small team of detectives who have jurisdiction over all crimes of a non mundane nature. I had a bunch for the hecklers partner I considered a female scientist with access to the infamous Mr Hyde formula making them Heckle and Jekyl or a brick who hits like a black jack giving you heckler and Cosh but my favourite idea is... VEX The Heckler never imagined that he would have a side-kick let alone a teenage girl but Vex had other ideas she was always there when he was in the middle of foiling a crime. She wasn't very skilled when she turned up in her home made copy of his costume but some how villains who met her always suffered failure. missed her, blundered into each others way and tripped over their own feet on one occasion all three things happen at once dropping a chandelier on top of the whole gang. As he couldn't get rid of her the heckler has taken it on him self to train her. Vex has probability powers that she has very little control over but tends to protect her put her in the right place and helps her Vex every criminal she encounters. She is not the quick witted wordsmith that the heckler is but is working on her banter.

Ok next team The dynamic duos The 6 members of this team are actually a trio of twosomes the duos have teamed up to deal with problems too big for two. He has also been granted extraordinary healing and regenerative abilities he is tireless and recovers from wounds in moments. He is the teams heart and soul a lifetime of courage and good deeds.

The Night Mare Flibbertigibbet was a mildly successful race horse but when she was injured it wasn't worth nursing her back to health for her limited worth as a broodmare so she was sold off. If she had been luckier she might have ended up at a gentle horse tour company or as the horse of a beginner rider but she ended up in the unlicensed secret lab of an argent cell. The immoral scientists where testing a drug and implant regimen designed to massively increase intelligence . Months of excruciating pain daily injections and electrodes buried deep into her brain succeeded. her mind expanded not only did she develop an IQ equivalent to a gifted human she also developed psychic powers able to absorb information from the minds of her tormentors but also experiencing the pain and terror of the other lab animals. She hid the success from the evil scientists until the day they decided to vivisect her to see what went wrong. Instead she took control having them release her and the other subjects and then locked the scientists in their own minds forcing them to experience everything they had done to their subject over and over again. They where left insane broken shells. Now the Night Mare commits crimes to fund her secret animal sanctuary filled with animals saved from other mad scientists she joined the Trio because she needed some one with opposable thumbs. She is a potent psychic able to lock people into nightmarish psychic illusions. She also acts as the teams communications. She is also highly educated having absorbed the equivalent of several degrees she has designed some high tech battle gear but lacking telekinesis she has to have others build them for her. She is also the teams best tactician and plans many of the jobs. The experiments left her some what stronger and faster than a normal horse she hates being ridden but will do so to let the team escape.

Keeping with the walking in memphis theme the pedestrian should be able to walk on air 10 feet over beale and maybe get her powers from some blue suede shoes.

TCB⚡ TCB⚡ used to be Grace Priscilla landon female Elvis impersonator and waitress in the Jungle room lounge at the Heartbreak hotel (a real place honestly). That was until she claims she was struck by lightning whilst standing over elvis's tomb at graceland ( no evidence has ever come to light of the incident but she claims to have broken in so no one knows for sure) Now she is Taking Care of Business in a Flash⚡ she is the teams speedster moving around in a trail of lightning and twinkling rhinestones she dresses is a variety of Elvis themed costumes(often themed after the caper ie jail-house rock for a prison break or blue hawaii for a beach front crime) but she prefers the white jump suit of vegas era Elvis. unusually for a speedster she carries a gun but mostly uses it to shoot out cameras and monitors. she also rides a fast japanese Motor-Cycle usually when not actively in combat. she is skilled in Karate which she claims "Goes with the Sickle!"

Miss Might Megan Michaels was no-ones first thought of what a Hero looks like 5' nothing in her sensible shoes soft spoken an immensely patient she was the perfect kindergarten teacher. Then came a teachers worst nightmare an active shooter incident. She did what she had been trained to hid her kids in a corner and kept them quite. But when the shooter burst into her class room pistol aimed at her kids she snapped charging the man. he was much bigger and stronger than her but she held on with all her strength to protect her kids. And then there was that insanely loud noise and the coldness in her chest and again and again and she couldn't hold on any longer as she fell to the floor her vision fading all she could think was it wasn't enough who would save her kids. Megan's eyes closed for the last time as the gunman calmly reloaded. Megan's eyes opened she felt amazing she leapt to her feet and charged the gunman once more as he took aim on her cowering charges. She rammed into him hoping just to throw off his aim but she was amazed as she plowed him straight through the sheetrock into the empty class room next door. she stood over the now trembling gun man as once more he leveled his pistol at her she flinched back covering her self but instead of the sharp pain followed by ice chill she remembered it felt like a light summer rain as 14 more bullets flattened against her skin and thunked to the floor. She punched him once then and he lost consciousness. when the police arrived a few minutes later they found an unconscious gun man hog tied with jump ropes and miss Michael's reading a story to her class to calm them down the only sign of the incident plaster dust in her hair and almost 30 holes in her sensible Cardigan and blouse. Miss Might is now a super hero she still has her teaching license and tutors kids in some of the most dangerous parts of the city but feels that her powers require her to use them to protect people. She is a little miffed that she didn't get the superhuman physique to go with her powers but it has proven advantageous as she is often overlooked and underestimated in a fight. She is mostly a very calm and focused fighter trying to minimise damage unless kids are threatened and then she has a tendency to get very angry and more than one villain has made the Oh **** face when they realise the storm they have unleashed. She is pretty much a straight up brick superhumanly strong, nigh invulnerable, able to leap a considerable distance and with seemingly endless endurance surprisingly her biggest asset to the team is not her powers but her people skills people open up to her and she is expert at defusing conflict. She has said many times that dealing with superpowered alpha males and kindergarten have a lot in common.

The next team is The Phoenix five Five ordinary people each heroes in their own right (think decorated soldier, police officer or aid worker) all five died and have been resurrected with great power to continue their work.

Deadeye Peter Keller-Edwards was born blind and as with other people who have lost their sight his other senses have enhanced to compensate. What Peter didn't realise till his teens was that the ability he relied on to compensate for his missing vision wasn't something everyone else saw. Peter has the ability to see spiritual energy at it's most basic level he can "see" anything living and the rough shape of objects as they are imbued with spiritual energy by their users. More usefully he can see spirits their trails and significant objects. He can see the corrupt essence of bad places and the brightness and joy of the good. His ability allows him to locate the objects and places at the core of a haunting and the team uses that to severe a ghosts attachment to this plane.
